1. Activity: Please describe your proposed activity in detail


As an initiative from the Internet Society Palestine Chapter (ISOC Palestine), we are planning to organize the first Palestinian National Internet Governance Forum (Pal IGF) for two days to be held in Ramallah in August 2016.


In spite the many geopolitical challenges, absence of the parliament and national regulatory authorities in Palestine, the Internet and its governance is working well under the regulations of the split government and private sector.  However the role of well-informed civic engagement proved to be very important in advocating the alignment of Internet policies.


ISOC Palestine is aiming through Pal IGF to bring all stakeholders together for the first time, to encourage and facilitate the cooperation among the concerning parties. 


Our request is to provide partial financial support to Pal IGF and full support to the two ICANN workshops.


The first workshop will be an information and capacity building session about ICANN and its role into the Internet governance ecosystem.

The second workshop will be a round table discussion for marketing and development strategies for the ccTLD of .ps and . فلسطين through the Palestinian National Internet Naming Authority (PNINA).  Given the fact since 2010 correspondences with staff at PININA office located in Gaza Strip and the West Bank are limited to virtual communications.

The activity is considered; Education/training/capacity building by PNINA staff from Gaza Strip and ICANN leaders from GSE and at least one APRALO leader.

The two workshops will work as capacity building activities to promote ICANN and PNINA organizations while demonstrating good examples of the multi- stakeholder model in action; and enhancing cooperation between stakeholders in Palestine toward a better Internet governance ecosystem.


This is aligned to ICANN’s Strategic Plan sections:

1.3  Bringing ICANN to the world by creating a balanced and proactive approach to regional engagement with stakeholders

2.1 Fostering a healthy, secure, stable and resilient internet identifier system and

(2.3) domain name marketplace

4.3 Promoting an inclusive multi-stakeholder model to address internet governance issues

5.3 Encouraging and empowering ISOC Palestine members to fully participate in ICANN activities


2. Demographics. What audience(s), in which geographies, does your request target?


Palestinians in Gaza and West Bank including public, private, academic, legal and civil society.   This event will be an open event, however direct invitations will be sent to

-           key position employees, including minister and previous ministers of  the Ministry of Telecommunications and Information Technology; 

-           academics, managers and network administrators in different universities;

-           directors of companies from the Palestinian Information Technology Association of Companies;

-           representatives from the different syndicates such as Palestinian Centre for Human Rights, Palestinian Society for Consumer Protection and Palestinian Judges Association;

-           ISOC Palestine members



3. Deliverables. What are the desired outcomes of your proposed activity?


Expected OUTPUTS:

Memorandum of understanding (MoU) on cooperating on different aspects between ISOC Palestine and representative from different stakeholder.

Recommendations on certain Internet policy in enhancing the Internet governance ecosystem in Palestine.

Expected OUTCOMES:

-           Participants will be more knowledgeable about the ICANN ecosystem and become more confident about participating in ICANN activities

-           Participants will become more aware of the services of PNINA as the .PS registry operator.

-           They will also learn more about certified registrars, whois lookup, domain statistics and dispute resolution procedures.

We would like to invite Nigel Hickson and/or Fahd Batayneh, we also would  appreciate having at least one of the APRALO leadership team at the event so that ISOC members and other participants can meet and talk to an APRALO leader about general participation in the RALO organization.


Technology Support: (telephone, Adobe Connect, web streaming, etc.)


Adobe Connect to enable remote participation for those who are unable to attend in person.

Remote participants will be added to the attendance list.

The FBSC requests that $2,000 is allocated in partial support of this activity. The FBSC feels that this an important event that should be supported. It is hoped that GSE will also contribute to this event.

Travel Support:


APRALO leadership:

Any one from APRALO leadership team that doesn’t need to have visa to enter Israel or easy to get a tourist visa.  ISOC Palestine as Palestinian organizers are not able to help, because our invitations are not accepted by Israeli authorities to facilitate visa applications. APRALO representative will be attending the two days of the forum and the third day for meeting with concerning parties that ISOC Palestine can organize. The estimated $2000 to cover ticket and accommodation.

To get people from Gaza, we need the service of notary public to get permit from Israeli authorities to be allowed out of Gaza. The charges would be around $200

For each of Gaza participants, the transportation and accommodation per participant is $150 for a total of $2700 for three days to the 6 persons.
