  1. I agree that the ALAC should not submit a Statement to this consultation.

    The issue of confusion, similarity, is a complex one. The issue of top level domains at 2nd level is political. Noting that at the top level, there are no mitigations between country codes that have visual similarity, for example .lt (Lithuania) and .It (Italy) and that at the second level for legacy TLDs there are no mitigations at all and there are abundant examples of 2 letter second level domains on the second level of legacy top level domains. Some would say that this is a mistake; others would disagree.
