Olivier Crepin-Leblond:awaiting dial out

Terri Agnew:CCWG Accountability Next meeting: 23 February 2016 at 06:00 UTC
Leon Sanchez:My pleasure Olivier ;-)
Leon Sanchez:I have no audio at this moment
Leon Sanchez:I am in now
Avri Doria:i do not beleive the NCSG has taken a postion, though the member from the NCSg has.
Leon Sanchez:That is an important remark Avri. Thanks
Leon Sanchez:They were upset from the beginning
vanda:@agree with tijani in this point.
Leon Sanchez:If I was a Diplomat I would most likely be provoking some kind of third world war now
Olivier Crepin-Leblond:...or a sex scandal, Leon: https://en.wikipedia.org/wiki/Wag_the_Dog
Leon Sanchez:Sex scandal would be my choice :P
Olivier Crepin-Leblond:mic not working
Terri Agnew:@Christopher, we are unable to hear you, please check your mute
Leon Sanchez:All ACs should have the same deference from the Board in their advice I guess
CW:Can I have a dialout to +3284345332
Terri Agnew:@CW, will do
CW:CW on dialout
Kaili Kan:Sorry that I have to drop out and go back to the CCT-RT meeting. Bye!
Terri Agnew:goodby Kaili, thanks for joining
Roberto Gaetano:@CW to have ALAC at 50% is not sufficient - we need GAC as part of the multistakeholder model,
Jean-Jacques Subrenat:Alan, I have my hand up...
CW:Roberto: I agree.
Roberto Gaetano:and CORE
Alan Greenberg:@JJS, yes, and I am doing my best to manage the queue in order.
Jean-Jacques Subrenat:@Alan: understood ;-)
Leon Sanchez:I see it hard to pass this to WS2 as the NTIA has clearly stated that ST18 is key to any proposal they will assess and without this, my view is that all things related to GAC will crumble and derail the transition. But that's just my feeling of course
Beran Gillen:+1 Tijani
Leon Sanchez:That is too dangerous for us I think
vanda:but I beleive you are right tijani- I said this in the emails today
Beran Gillen:exactly Tijani
Olivier Crepin-Leblond:Roberto's using Adobe Connect which is not working well
Terri Agnew:Checking on Roberto's line
Beran Gillen:this was what we commented on the 3rd draft and should stick to
Beran Gillen:IMO
Olivier Crepin-Leblond:aah - AC room as disconnected
Terri Agnew:Adobe connect has rejoined
Beran Gillen:great stuff Terri, thank you
Roberto Gaetano:what happened?
Terri Agnew:@Roberto, the adobe connect line disconnected, apologies for the technical issue
Roberto Gaetano:No problem. Can I be put back in the queue?
Avri Doria:not clear to me what this has to do with new gTLD progrm and M+M
vanda:@avri - whatever M&M think is not our problem for sure...
vanda:we need to state similar points Board has said. not state that we agree with Baord
Leon Sanchez:My suggestion is that if the question on reopening discussion is asked, then we can support that way forward but we need to be mindful of the consequences it may have. I would strongly suggest we not go in the call waving the Board support flag as that will make us lose any bit of credibility we still have in the CCWG
vanda:@leon. I understand but as CW said, leté not be shy...
Leon Sanchez:I understand Vanda. I am not suggesting we be shy but rather stregic ;-)
vanda:i agree and trut on you do this...Leon
Olivier Crepin-Leblond:@Christopher: do you really mean "YES" to supporting the GAC carve out clause?
Avri Doria:i am having trouble indentifying what an adeqquate compromise might be for this connundrum.
CW:@olivir: no there is a double negative lurking in there
Gordon Chillcott:Thank you, Cheryl.
Cheryl Langdon-Orr:As am I Avri... but we need t give smething a try
Cheryl Langdon-Orr:Agree Alan that hypothetical is going to be tested
Cheryl Langdon-Orr:BTW Leon and I have idicated to Leadershp at least that we beleive that ALAC will probably be in support of Board view in this matter...
Olivier Crepin-Leblond:1. do we support a GAC carve out clause? yes/no
Olivier Crepin-Leblond:2. do we support the Board position of 4 = unanimity to dismiss the Board.
Cheryl Langdon-Orr:Go back to No Carve out nd 2/3rds for Bord to reject GAC Consencus Advice... WOrks for me
Leon Sanchez:completely agree Alan, a listening stance is the way to enter the call
vanda:I also agree with ALAN - yes!! without gov ICANN is dead
CW:Avri: Tlhe point is that GNSO dominance has delivered a raft of bad decisions.
Olivier Crepin-Leblond:3. do we support that ithis issue of balance between SOs and ACs should go to Work Stream 2?
Leon Sanchez:But I sure will vote in the same sense of the ALAC if it comes to that Alan
Cheryl Langdon-Orr:NOT qute so sure re unanimity with less than 5 players OCL as think the no more than 1 not suporting But in the case of
Roberto Gaetano:Listen is OK but if at some point some decision has to be taken on the spot, our negotiatiors need to have some guiding principles - or picket fence
Avri Doria:CW, GNSO only recommends, the Board decides.
Cheryl Langdon-Orr:4 players and ony 3 allowed to play do support unanimity in the remaining 3
Cheryl Langdon-Orr:For Board Remova
Leon Sanchez:Exactly Alan
Leon Sanchez:it cannot come from us
Olivier Crepin-Leblond:@Cheryl - understood. I do not know how to ord this, but you understand the point
Olivier Crepin-Leblond:ord = word
Leon Sanchez:there's an echo
Terri Agnew:echo fixed
Leon Sanchez:thanks Terri
Cheryl Langdon-Orr:I agree on thta Alan
Avri Doria:i agree that this situation with GAC is a wider threat than just the transtion.
Avri Doria:not sure , though, that i would predict the downfall of ICANN just yet.
Olivier Crepin-Leblond:ICANN's a tough animal. :-)
Alan Greenberg:No downfall, but in a MUCH weaker position within the Internet governance ecosystem.
Roberto Gaetano:@Avri - not the death of ICANN per se, but ICANN as the coordinator of a multi-stakeholder community
vanda:+1 Alan but will be weaker and weaker with the time
Roberto Gaetano:i.e. ICANN will become something else
vanda:I do not want to use the mic just to repeat we all already said.
vanda:Sebastian - this was my email to support CW. and we need really to have users voice
vanda:thanks to all
Gordon Chillcott:Bye, now
