Olivier Crepin-Leblond:apologies - I am still awaiting a dial out
Jean-Jacques Subrenat:Olivier & All: the ICG homepage is here: https://www.ianacg.org/ and the latest update was 30 Nov. https://www.ianacg.org/icg-publishes-summary-report-on-public-comments-received/
Leon Sanchez:https://community.icann.org/display/acctcrosscomm/CCWG+on+Enhancing+ICANN+Accountability

Terri Agnew:CWG IANA: https://community.icann.org/x/37fhAg
Leon Sanchez:Third draft proposal of the CCWG https://community.icann.org/pages/viewpage.action?pageId=56145016
Avri Doria:CCWG is in freefall slippage.
Olivier Crepin-Leblond:it's the final countdown and it appears to be a real crunch
Seun Ojedeji:Re(CCWG document): All the documents can be found at the agenda meetings page for Jan: https://community.icann.org/display/acctcrosscomm/January+2016
Jean-Jacques Subrenat: @Olivier, voice is good.
Terri Agnew:CCWG Accountabilty document wiki page: https://community.icann.org/x/L4MHAw
Terri Agnew:IANA CWG Meeting #74 (12 January @ 16:00 UTC): https://community.icann.org/x/V4xlAw
Avri Doria:Most meant independnet of ICANN, at the beginning, but then it took on a life of its own.
Seun Ojedeji:Yeah Avri
Seun Ojedeji:@Alan was there really an agreement to move on? as there was an action item question that was possed? and the decision was not logged
Tijani BEN JEMAA:très faible
Tijani BEN JEMAA:ouiiiii
Avri Doria:There was a agreement by the IETF folks to deal with the issues of making sure all the Operating Committee had what they needed. I think that committment is real and will be done at the MOU level.
Olivier Crepin-Leblond:it was left as a question, as far as I know now...
Avri Doria:I think Greg's doc can serve as a clue to what needs to be taken care of during the implementation phase of things that need to be covered in the MOU with the IETF Trust
Olivier Crepin-Leblond:@Avri: Operating COmmittee or Operational Communities?
Avri Doria:For ICANn it would be just like the exercise needed to chhange a letter head. massive number of details but done all the time.
Seun Ojedeji:+1 @Avri (re: Greg Doc)
Terri Agnew:CCWG Accountability: https://community.icann.org/x/IIMHAw
Leon Sanchez:Bylaw drafting is going in parallel in both groups and it's being carried by both JD and Sidley-Adler in the case of CCWG for later approval by the group. I understand that a similar process is being followed in the CWG
Avri Doria:LEon, yes, we are working though commenting on the CWG bylaws now.
Avri Doria:the next CWG meeting may well focius on the bylaws changes.
Olivier Crepin-Leblond:Some documents for CCWG Accountability can be downloaded from the CCWG's front page: https://community.icann.org/display/acctcrosscomm/CCWG+on+Enhancing+ICANN+Accountability
Leon Sanchez:Thanks Avri
Terri Agnew:next CWG IANA Meeting | 16:00 UTC | Tuesday, 19 January at 16:00 UTC
Avri Doria:a few in the group do not beleive in consumer interest
Leon Sanchez:There is an entrenched discussion on the Mission at this moment
Avri Doria:Does the GNSO care about the timeline?
Seun Ojedeji:Good question Avri ;-) I hope Olivier can pen that
Olivier Crepin-Leblond:The detailed list of documents and parts of the CCWG Accountability Document (pre-commenting) can be accessed directly from https://community.icann.org/pages/viewpage.action?pageId=56145016
Avri Doria:Can a threshold of a single particpant in the Community Member be sufficient triggger for the CM to request inspection? I think this should be the case.
Avri Doria:What if At-Large/ALAC beleives there is anti-user discimination that can be found in the inspection and non one else cares?
Olivier Crepin-Leblond:ALAC Statement on the CCWG Accountability is on https://community.icann.org/x/d4NlAw
Terri Agnew:Welcome Gordon Chillott
Gordon Chillcott:Sorry I'm late.
Avri Doria:Definately it can be constrianed during the implemenation phase.
Avri Doria:oh, i don't think it is a hot point, i just think that being vehemently against it is what i would advicse against.
Avri Doria:and if you really want it to be more than just one, tell them how ALAC might use it to route out corruption.
Avri Doria:the fix might be adding some discussion of constriants when it is just 1 ACSO.
Seun Ojedeji:no
Seun Ojedeji:not just within AC/AC i am talking about after the pettition is raised
Alberto Soto:My apologies, I must leave the call. Cheers!!
Terri Agnew:goodbye Alberto
Seun Ojedeji:Okay, just wanted to know if the process would not consume any resource
Seun Ojedeji:thanks
Seun Ojedeji:By the way, it occured to me that my question about petition may also be applicable to when a quest to use a commuity power fails (by not achieving the threashold), does it restart and whats the implication for that
Leon Sanchez:I don't remember having anything on restarting a process due to failing to achieve the initial threshold
Seun Ojedeji:Well CCWG may have wasted a lot of time in this process ;-)
Leon Sanchez:I am not sure it was a waste of time Seun
Leon Sanchez:Different groups need different processes
Avri Doria:there is a difference between recusal (e.g. becasue you beleive it is out of scope for your ACSO) and abstaning becasue of a split view on an inscope issue
Seun Ojedeji:Leon actually its nto to talk down the work of the CCWG, its actually to make sure that what we have proposed will be more efficient
Jean-Jacques Subrenat:All: I'll have to leave in a moment.
Seun Ojedeji:Edit: Leon actually i am not trying to talk down the work of the CCWG, its actually to make sure that what we have proposed will be more efficient
Jean-Jacques Subrenat:Goodbye All!
Leon Sanchez:some music
Leon Sanchez:dancing time!
Avri Doria:nice music
Terri Agnew:goodbye Jean-Jacques
Seun Ojedeji:Okay, if the approximation is understood in that manner then its fine. For instance, number of removing entire board should not remain 4 if the number increases to 6. Thanks
Avri Doria:I can think of ideas i might die for, but none of them have to do with ICANN
Seun Ojedeji:So i learnt @Avri
Leon Sanchez:I will need to leave the call at half past hour sharp
Leon Sanchez:so that's a hard stop for me
Sébastien:@Avri https://www.youtube.com/watch?v=iZpNgSaYWts .... "mourir pour ses idées d'accord mais de mort lente"
Avri Doria:yes. NCSG
Seun Ojedeji:I know NCSG is moving for that seriously
Avri Doria:the drafting team working on the proposed GNSO postion is just about done with its work
Avri Doria:yes, horse trading.
Avri Doria:often also called compromise and consensus building.
Leon Sanchez:I need to leave now
Leon Sanchez:thanks everyone
Leon Sanchez:bye now
Seun Ojedeji:@Avri my dictionary says differently: "hard and shrewd bargaining, typically in politics."
Avri Doria:how else do people get con compromise except by bargaining. that is the whole principle behind 'what are you willing to die in the ditch for"
Seun Ojedeji:Okay, thanks.
Seun Ojedeji:On that note, i have to leave now. Thanks for the call
Terri Agnew:goodbye Sesun
Avri Doria:Aren't directors public persons who can be criticized in public?
Sébastien:OK Alan
Avri Doria:if not, why not. if so, they can't sue. though one might try but after the first was shot down, that might be an end of it.
Avri Doria:No, that there be a mechanism that can be used. the CWG did not require that it be the IRP.
Avri Doria:CCWG wants to use IRP and not create another mechansim.
Terri Agnew:Next CWG ACCT Meeting | 06:00 UTC | Thursday, 14 January at 06:00 UTC
Heidi Ullrich:Thanks, All!
Sébastien:I wil not be able to make it
Heidi Ullrich:Thanks very much to the interpretors!
Avri Doria:bye
Gordon Chillcott:Thank you and bye for now
