From the perspective of the end-user, I suggest an improvement on the above draft. My comment deals with the responsibility of the relevant registry towards the end-user. Under Section I paragraph 2, the current draft reads:
"End-users may use the same tool to determine the validity of a label for second or other levels, if the LGR is made available by the relevant registry in the XML format."
Instead, I would suggest:
"The relevant Registry shall make available the LGR, in the XML format, in order to allow end-users to utilise the same tool to determine the validity of a label for second or other levels."
