SSAC's amendment: Adding the words "for the root zone" at the end of item 4 in the section titled 'Scope' to improve clarity

ALAC amendment: Issues related to ensuring IANA's viability and effectiveness, are also within scope of the CWG. Such issues could include, but are not limited to: Charging structure or the lack thereof and languages that IANA can function in.
