Declaración de LACRALO respecto la transferencia de la supervisión en la
administración de las funciones de IANA
La región de América Latina e Islas del Caribe (LACRALO) después de los eventos de la declaración de Montevideo, la declaración de las I*, el anuncio histórico de la NTIA y en cara a la reunión de NetMundial en Brasil, en abril próximo, quiere apoyar a ICANN en el ejercicio de sus funciones actuales.
LACRALO reconoce la labor que ICANN está llevando adelante como conductor en este proceso, pero también deseamos resaltar que las demás funciones que hasta la fecha no han estado a su cargo, deben seguir desarrollándose de la misma manera. En este sentido, resulta importante destacar que el proceso de transición sea llevado a cabo en conjunto con los actores que tienen a cargo los aspectos operacionales y de políticas de las funciones de IANA, IETF, IAB, RIRs, ccTLDs, etc
LACRALO considera que información concreta y detallada debe ser brindada a la comunidad y a los usuarios finales de Internet, quienes tienen un importante rol dentro del ecosistema de la gobernanza de Internet y que hasta el momento no ha sido reconocido adecuadamente dentro de ICANN.
LACRALO considera que el proceso de transición del rol de custodia de los Estados Unidos respecto de las funciones de la IANA debe ser abordado en un proceso abierto y transparente por parte de toda la comunidad, desde el modelo de múltiples partes interesadas.
LACRALO considera que ICANN debe tomar el tiempo necesario para el proceso de transición y asegurarse de que toda la comunidad participe en las deliberaciones y esté de acuerdo en cualquier decisión que se tome. También considera que las discusiones deben desarrollarse no sólo en las reuniones de ICANN, sino también en otros espacios de la gobernanza de Internet.
LACRALO considera que debe darse importancia a la internacionalización de la estructura legal de ICANN, y la forma en que van a evolucionar los roles durante el proceso. La evolución de esta transición debe reflejar y asegurar que todas las voces e intereses sean escuchados y considerados.
LACRALO considera que cualquier mecanismo diseñado por este esfuerzo de colaboración debe permitir la plena rendición de cuentas de las nuevas responsabilidades de gestión con el fin de privilegiar el bien común y el interés público para servir mejor a los usuarios finales de Internet.
LACRALO considera especialmente que la participación de ICANN en la reunión de NetMundial debe impulsar que el resultado del proceso de transición esté basado en:
. Seguir garantizando la seguridad, estabilidad y resiliencia de Internet
. Apoyar la apertura actual de Internet
. Apoyar el modelo de Múltiples Partes Interesadas
. Defender la idea de una Internet única y global
. Asegurar la discusión con la comunidad en un proceso abierto y transparente para la transición de las funciones de IANA.

of IANA functions
Latin American and Caribbean Islands Regional At-Large Organization (LACRALO), after the events of the Montevideo statement, I* declaration , the NTIA historic announcement and the proximity of Netmundial meeting in Brazil next April supports ICANN in the exercise of its present functions.
LACRALO recognizes the work that ICANN is conducting in this process but we also want to emphasize that other functions should continue to be developed as well. In this regard, it is important that the transition process is carried out in conjunction with the actors who are in charge of the operational and policy aspects of IANA functions i.e. IETF , IAB, RIR s , ccTLDs , and other.
LACRALO believes that specific and detailed information be given to the community and end users who have an important role in the internet governance ecosystem and that so far has not been taken into consideration within ICANN .
LACRALO believes that the transition of the custody role of U.S. of the IANA functions should be addressed in an open and transparent process by the entire community and based on a multi-stakeholder model.
LACRALO believes that ICANN should take its time for this transition and make sure that the entire community is involved in the deliberations and in agreement with any final decisions. Also believes that discussions should be developed not only on the ICANN meetings but other as well.
LACRALO believes that an importance should be given to the globalization of the legal structure of ICANN and the way that it will be changing its roles during the process. The evolution of this transition should reflect and ensure that all voices and interest are heard and considered.
LACRALO considers that any mechanism designed by this collaborative effort must enable full accountability of the new stewardship responsibilities in order to privilege common good and public interest to better serve end users
LACRALO particularly consider ICANN´s participation in Brazil meeting should drive the outcome of the transition process based on:

. Support the current openness of the Internet

Estimados compañeros, entiendo que el documento es riguroso en cuanto al sentir de los usuarios de América latina y el Caribe, ha sido muy acertado el poner en manifiesto que "... la petición de Finalmente creemos que debe darse protagonismo a los usuarios finales de Internet, quienes tiene un papel importante dentro del proceso de gobernanza y hasta el momento no fueron tenidos en cuenta dentro de la ICANN..." aunque yo lo pondría más arriba en virtud que es una propuesta fuerte y que siempre lo último en un documento es lo menos importante.
Por otro lado hay una frase que me inquieta: "...Creemos que la transición de las funciones de IANA debe ser abordada por la comunidad entera, desde el modelo multistakeholder con procesos abiertos y transparentes, defender la idea de un modelo que no sea gubernamental o inter-gubernamental...". Esta última parte a mi entender debería ser re formulada, los estados y sus gobiernos por si mismos, no son enemigos de la gente ni de sus pueblos, ni siquiera de la estabilidad de internet, si aquellos estados/gobiernos, que ejercen fuerza por sobre los demás países a partir de la dominación e intervención por la fuerza, escuchas, bloqueos etc. No podemos dejar afuera en esta frase cuando hablamos de Multistakeholder a los estados y gobiernos, supongo que esta no fué la idea, pero la frase suena poco feliz, aunque entiendo que eso no fué el espíritu, creo que hay que revisarla para que esto no suene mas a un escrito de Francis Fukuyama, que de unos valientes voluntarios de Organizaciones de la Sociedad Civil de América latina y el Caribe participantes de ICANN. Fuerza compañeros, este es mi humilde aporte, espero que sirva.

Estoy de acuerdo con los comentarios de Sergio. La parte de los usuarios finales hay que ponerla al principio no al final, creo que ese debe ser el mensaje principal y el que mas nos compete a nosotros.

Agradezco José la declaración que entiendo que refleja el sentir y las
necesidades de la región. También a Natalia y Sergio , comparto lo
expresado por Sergio en la wiki y la opinión de Natalia también.
Como no pude entrar en la wiki tampoco, les dejo lo que he podido elaborar
como sugerencias, por si les resulta de utilidad
La frase que está casi al final y expresa la necesidad del protagonismo
de los usuarios finales de Internet en el proceso de su gobernanza,
quitándole la palabra "finalmente", podría comenzar en " Creemos que debe
darse protagonismo a los usuarios finales de internet... ) Iría después
de la tercera frase, ( en que se reconoce el liderazgo de ICANN en el
proceso. (es la segunda que comienza con "Reconocemos") .
La frase en que refiere a los gobiernos podría redactarse . "Creemos que la
transición de las funciones de IANA debe ser abordada por la comunidad
entera, con procesos abiertos y transparentes, afirmando el modelo
multistakeholder, donde todos los actores participan en pie de igualdad,
incluida la participación gubernamental o inter-gubernamental, que tenga en
cuenta como foco principal el logro de una Internet para todos.

Felicidades por la iniciativa, de acuerdo con el comentario que ha dejado Sergio… (no puedo poner comentarios, algo pasa quizás con mi navegador)…
En ese párrafo que señala Sergio: “Creemos que la transición de las funciones de IANA debe ser abordada por la comunidad entera, desde el modelo multistakeholder con procesos abiertos y transparentes, defender la idea de un modelo que no sea gubernamental o intergubernamental.”… No se si es simplemente de borrar “… defender la idea de un modelo que no sea gubernamental o intergubernamental.” ya que al decir desde un modelo “multistakeholder” considero que es de sobreentender que no solo debe ser guber o intergubernamental.

Reconocemos la labor que ICANN está llevando adelante en este proceso pero también deseamos resaltar que las demás funciones deberán continuar siendo desarrolladas como hasta el momento. En este sentido, resulta importante que el proceso de transición sea llevado a cabo en conjunto con los actores que tienen a cargo los aspectos operacionales y de políticas de las funciones de IANA (IETF,IAB, RIR s, ccTLDs, etc)
Así mismo creemos que debe darse información concreta y detallada, como así también un lugar adecuado a los usuarios finales de Internet, quienes tienen un papel importante dentro del proceso de gobernanza y hasta el momento no fueron tenidos en cuenta dentro de la ICANN.
Creemos que la transición de las funciones de IANA debe ser abordada por la comunidad entera, desde el modelo multistakeholder con procesos abiertos y transparentes.
Si bien ICANN anuncio un cronograma tentativo para el proceso, creemos que se debe tomar el tiempo necesario para esta transición, y no tomarse decisiones no consensuadas por la comunidad, como así también no centrase las discusiones únicamente en las reuniones de la ICANN sino en los diversos foros existentes.
Debe darse importancia a la globalización de la estructura legal de la ICANN, y cómo va a ser la evolución de las funciones en este proceso. La evolución de este proceso debe reflejar y asegurar que todas las voces sean oídas.

Hola José, gracias por poner esta última versión final. quisiera poder agregar una ultima linea a este excelente trabajo, no se si tenemos tiempo.
En el párrafo que dice: "Creemos que la transición de las funciones de IANA debe ser abordada por la comunidad entera, desde el modelo multistakeholder con procesos abiertos y transparentes." yo lo haría de esta manera: "Creemos que la transición de las funciones de IANA debe ser abordada por la comunidad entera, desde el modelo multistakeholder con participación igualitaria de todos los sectores y con procesos abiertos y transparentes."
Espero que se pueda agregar, este agregado tiene que ver indudablemente con el grado de participación de los usuarios en los procesos de la gobernanza de Internet, hay que dejar en claro que queremos estar en un pie de igualdad con el resto de la comunidad.

Tal vez sería conveniente precisar que lo que se transferirá será la supervisión en la administración de las funciones de IANA, es decir el stewardship, y no las funciones en sí mismas. Lo comento porque ha sido motivo de controversia y malos entendidos en diversas reuniones y también ha sido precisado en ese sentido. ¿Qué opinan?
Por otro lado sugiero que en vez de decir que ICANN debe ir a la reunión de Brasil, lo podamos redactar de la siguiente manera: "Particularmente consideramos que la participación de ICANN en la reunión de Brasil debe impulsar que el resultado del proceso de transición esté basado en:"
Igualmente sugiero que se agregue que parte del resultado del proceso de transición se debe de traducir en garantizar una rendición de cuentas efectiva por parte del nuevo responsable de la administración y supervisión de las funciones de IANA frente a las partes interesadas y privilegiando el interés público en beneficio de la comunidad de usuarios finales.
