Mi consulta es si es suficiente con el asiento del IETF. Se menciona que prácticamente nunca se ha consultado técnicamente al TLG, pero no se menciona si ello fue causal de algún inconveniente o falla a posteriori de alguna decisión.
Todas las decisiones deben contar con el respaldo y asesoramiento técnico correspondiente. Si se define que el TLG no debe estar más, alguien debe ocupar esa silla. Quien la ocupe, no solo debe ser consultado, sino que además debe levantar su mano y opinar técnicamente aunque no haya sido consultado. Quizás no hay consultas porque no existen los suficientes conocimientos técnicos para notar que hace falta un asesoramiento específico.
No creo que cuando se hable del port 43 en el Wois, toda la mesa sepa de que se está hablando y sus implicancias.
Coincido con lo propuesto por Alejandro Pisanty en el punto 4.

Estoy de acuerdo en general con la declaración. El aporte de los técnicos debe estar en todas las etapas y no como respuesta solamente sino también de manera proactiva. La forma de designación por un año actual que se intenta modificar es contraproducente a los fines de un adecuado conocimiento por parte de los técnicos y a la seguridad y estabilidad del sistema por lo tanto. Final version: LACRALO Statement on the Proposed Bylaws Changes Regarding the Technical Liaison Group
The Latin American and Caribbean Islands Regional At-Large Organization (LACRALO) appreciates the efforts of the ICANN Board Technical Relations Working Group with regards to the modification of the ICANN Bylaws in the corresponding sections of the Technical Liaison Group (TLG).
LACRALO supports these proposed changes to the ICANN Bylaws as ICANN already contains within its own structure the bodies responsible for providing this technical advice to the Board. Moreover, this capability is a permanent one and, as such, provides for the ability of the technical constituencies to provide advice to the Board on an ongoing basis and not merely when requests are made.
The primary technical constituencies are often thought of as the RSSAC and the SSAC, but it should also be noted that the ALAC and its diverse membership is also capable of giving technical advice as well. Specifically, in relation to the technical issues that are within the sphere of their knowledge and that may affect their interests. However, the technical constituencies are not limited to these three groups, it also includes the ASO, which participate the different RIRs, and the IETF, which has a permanent seat on the Board.
LACRALO also notes the absence of the criteria of reciprocity between the ICANN Board and the Boards of some organizations, specifically the W3C, ITU-T and EINS, that are part of the Technical Liaison Group (TLG). Doing so can be a potential disadvantage to ICANN with respect to the corresponding relationships between these organizations and ICANN. As this situation should be changed, LACRALO considers that the proposed changes in the Bylaws to be a positive move that are directed to balance that situation.
LACRALO considers that ICANN, at all levels, must have a constant presence of mastery upon the technology that is within its responsibilities. We call on the ICANN Board to make sure, in the substitution of the TLG position in the Board, that it be structurally replaced by constant access to the necessary technical competence, not only through a structured, distance consultation.
Therefore, LACRALO considers the elimination of the position of a technical liaison to the ICANN Board should not occur until, at least, a mechanism to replace the Technical Liaison Group (TLG) be founded. In finding this mechanism, the entire ICANN community as a whole, through various public consultations and meetings, should take place.

I appreciate the work in drafting the statement and getting feedback in such a short time. I do have a concern with the last paragraph. The Technical Liaison Group will not be removed, it is still in the proposed bylaws http://www.icann.org/en/about/governance/bylaws/proposed-revisions-tlg-30oct13-en.pdf under Article XI, Section 2.
Perhaps what was meant to be said was that the mechanism by which
be better documented or formalised.
I was surprised from my research of the other 4 organisations in the TLG that ICANN isn't formally listed/registered as a member or observer/liaison in these organisations and I fully agree that ICANN should be present in these organisations given the efforts of ensuring technical advice from these organisations in ICANN.

the bottom line of what we are agreeing upon is to not reduce by one the number of technically informed people in the Board meetings. if reform is needed for the TLG and its interaction with the Board, so be it; but let not the baby be thrown away with the bathwater.
We as At Large users need a Board that engages the full competence available.
As to the watchdog role, I do not think that is the most important one. The technical people in a Board meeting contribute to open the space of possibility.
As such I don't think we need to change the statement as it stands.

Then the statement is unfortunately contradictory. The 2nd paragraph begins with "LACRALO supports these proposed changes to the ICANN Bylaws" but these proposed changes to the bylaws explicitly
calls for removingremoves the non-voting liaison appointed by the TLG to the ICANN Board.As stated in the annoucement at http://www.icann.org/en/news/public-comment/bylaws-amend-tlg-30oct13-en.htm (I've underlined the key phrase):
" Instead of focusing their efforts on the appointment of a Board liaison or a Nominating Committee member, the primary task remaining with the TLG entities will be focus on the appointment of the expert panel that the Board can call upon for advice. Well, then the statement needs to be updated to better state the intent. However, the selection of the liaison from the TLG to the Board rotates among three of the four organisations in the TLG, namely:
There is no selection of the TLG liaison from the Internet Architecture Board (IAB) since as mentioned in the ICANN bylaws:
"IAB does not participate in these rotations because the Internet Engineering Task Force (IETF) otherwise appoints a non-voting liaison to the Board"
So its important to note that the proposed changes removing the TLG liaison does not remove the IETF non-voting liaison to the Board.
As stated in the announcement at http://www.icann.org/en/news/public-comment/bylaws-amend-tlg-30oct13-en.htm (I've underlined the key phrase):

So I understand that perspective and given that the IETF liaison to the ICANN Board is still present, I am inclined to support the removal of the TLG liaison.
Reading more and more about this issue, I note that the statement is silent regarding the removal of the TLG delegate to the Nominating Committee (Nomcom). It is interesting that the final report http://www.icann.org/en/groups/reviews/tlg/board-technical-relations-wg-final-report-22aug11-en.pdf states this as a recommendation:
"The Nominating Committee is designed for broad participation. The TLG provides for participants in the Nominating Committee who are connected to the broader technical community. ICANN should maintain this connection, and should continue the TLG’s role of fulfilling it."
yet the proposed bylaw changes removes the TLG delegate to the Nomcom. I am more inclined to support this recommendation to keeping of the TLG delegate to the Nomcom for this reason and oppose the proposed changes to the bylaws to remove the TLG delegate to the Nomcom.

2nd issue - LACRALO should include in its statement that it opposes the removal of the TLG delegate to the Nominating Committee
The proposed changes in the bylaws removes the TLG from appointing a delegate to the Nominating Committee. Yet the recommendation in the final report (http://www.icann.org/en/groups/reviews/tlg/board-technical-relations-wg-final-report-22aug11-en.pdf) says:
"The Nominating Committee is designed for broad participation. The TLG provides for participants in the Nominating Committee who are connected to the broader technical community. ICANN should maintain this connection, and should continue the TLG’s role of fulfilling it."
Given the concerns of having persons on the Board with sufficient technical expertise, this change should NOT be supported and the TLG should continue to be able to select a delegate to serve on the Nominating Committee.

Mi comentario es que quienes quieran opinar, lo hagan pensando siempre en los plazos a cumplir. En varias oportunidades debimos volver atrás para esperar a alguien con ocurrencias de último momento, y muchas veces no se justifica demorar o no cumplir los plazos.... Además es una desconsideración al trabajo y tiempo invertido por quienes sí tienen en cuenta esos plazos.
