Welcome to Label Generation Rules (LGR) Procedure

The Label Generation Rules (LGR) Procedure is designed to determine which Unicode code points are permitted in the root zone, what variants (if any) are possible to allocate in the root zone, and what variants (if any) are automatically blocked. The Procedure, visualized below, relies on interaction between one or more generation panels (one per script) and one integration panel. 

The Procedure defines a two-pass process for the creation of IDN label generation rules (LGR) for the root zone. These rules are used to determine sets of potential "variants" of a given label that may be afforded specific treatment in the various root zone processes.
