Report on the 44th meeting of ICANN (Prague) 

A report on the Prague meeting has been prepared to the attention of ALSs. Results of the various
meetings which took place between ALAC and the other constituencies of ICANN were presented:
- Meeting with regional vice presidents of ICANN on outreach and how to work with
international partnerships;
- Meeting with the Non-Commercial Stakeholder Group (NCSG);
- Meeting with the ICANN Board;
- Meeting with the GAC;
Also, the following events were detailed:
- Ceremony of the tenth anniversary of ALAC;
- Meeting on new gTLDs and the Review Group.


AFRALO - AfrICANN joint Meeting


The traditional AFRALO- AfrICANN joint meeting took place on Wednesday 27 June 2012. It
addressed the results of the first round of application for new gTLDs.
The debate highlighted the low participation of Africa and on the rudimentary number of application
for support within the new gTLD Applicant Support Program (1 from Africa and 2 from Asia).
While recognizing the considerable effort that ICANN has deployed during the last few years trying to
integrate developing countries and particularly the New gTLD Applicant Support Program, a
statement was adopted by the members of the ICANN African community, present in the meeting in
which they urged ICANN to further strengthen its communication policy towards African countries by
raising awareness and training.

IGF 2012 in Baku, Azerbaijan


A workshop proposal, developed by AFRALO was submitted to the Internet Governance Forum (IGF)
to be held in Baku (Azerbaijan), in November 2012. The theme addresses the new gTLD program
under the title: "an opportunity for development or another mean to worsen the digital divide."
The Workshop proposed by AFRALO, was accepted at the first evaluation by the MAG and has been
admitted for funding in the ICANN FY13 budget.

Rapport sur la 44ème réunion de l’ICANN (Prague)


Un compte rendu sur la réunion de Prague a été élaboré à l’attention des ALS. Le point a
été fait sur les réunions qui ont eu lieu entre l’ALAC et les différentes constituantes de
l’ICANN :
- Réunion avec les vices présidents régionaux de l’ICANN sur la sensibilisation et travail
avec les partenariats au niveau international ;
- Réunion avec Le Collège des utilisateurs non commerciaux le NCSG ;
- Réunion avec le Conseil d’administration de l’ICANN ;
- Réunion avec le GAC ;
Aussi, les évènements suivants ont été détaillés
- Cérémonie du dixième anniversaire de l’ALAC ;
- Réunion sur les nouveaux gTLD et du groupe de révision.


Réunion Conjointe d'AFRALO/AfrICANN AFRALO-AfrICANN


La réunion traditionnelle AFRALO-AfrICANN a eu lieu le Mercredi 27 Juin 2012. Elle a été
consacrée cette fois à la publication du résultat du premier appel d’offres pour les
nouveaux gTLD.
L’accent a été mis sur la faible participation de l’Afrique et sur le nombre dérisoire de
demande de soutien dans le cadre du programme de soutien aux demandeurs nécessiteux
des nouveaux gTLD (1 Africaine et 2 Asiatiques).
Tout en prenant acte que l’ICANN a fourni beaucoup d’efforts au courant de ces dernières
années dans sa volonté d’intégrer les pays en développement et notamment le programme
d’appui aux demandes de Nouveaux gTLD, une déclaration a été adoptée par les membres
de la communauté africaine présents à la réunion dans laquelle, ils demandent à l’ICANN
de renforcer davantage sa politique de communication envers les pays africains par des
actions de sensibilisation et de formation.

Forum de la Gouvernance de l’Internet (IGF 2012) à Baku, Azerbaijan


Un programme d’un workshop, élaboré et proposé par AFRALO a été soumis au Forum sur
la Gouvernance de l’Internet (FGI) qui aura lieu à Baku (Azerbaïdjan), au mois de
Novembre 2012. Le thème choisi porte sur le programme des nouveaux gTLD et s’intitule:
"une opportunité pour le développement ou un autre moyen d'approfondir le fossé
numérique".
Ce Workshop proposé par AFRALO a été accepté dès la première évaluation par le MAG et a
été inscrit au budget D’ICANN de l’année fiscale FY13 pour être financé.

AFRALO Activity Report (May 2012)


Afralo Participation to ICANN Working Groups:


The representatives of the African Region in the Working Group on the objections to the new gTLD
applications [At-Large new gTLD Review Group (RG gTLDs)] are: Fatima Seye Sylla (RALO), Aziz
Hilali (RALO) and Dave Kissoondoyal (ALAC). Mrs. Hadja Fatima Ouattara / Sanon will represent
AFRALO in the Consumer indicators Working Group.


Application of the “Association Tchadienne pour la Promotion et de Développement de
l'Internet au Tchad” « ATPDIT »


Following the comments received online and through AFRALO monthly teleconferences, it was
decided that this application cannot be approved as submitted. AFRALO recommends contacting
the ATPDIT to elucidate the following issues before a final decision:
- What is the relationship between ISOC Tchad and ATPDIT?
- The website provided is the one of ISOC Tchad, while the application is submitted by the
ATPDIT. The site does not show the relationship between ISOC Tchad and ATPDIT and does
not mention the ATPDIT,
- Absence of a board, absence of the system of governance and how decisions are made,
- The organization is governed by a Steering Committee which has all the powers and whose
composition is fixed (composed by the founding members),
- The organization does not have independent members allowed to vote or to control its
administration.


AFRALO participation in the IGF 2012 in Baku, Azerbaijan


The AFRALO workshop in the IGF 2012 in Baku has been accepted to be funded by ICANN through
its FY13 budget: see page 72 of this document:

The Prague Meeting
Following the unavailability of Titi, who is unable to participate in person to the Prague Meeting,
AFRALO members have appointed Hadja Fatima Ouattara / Sanon, of the Association for Free
Software and Linux of Burkina Faso, to replace her and attend the Meeting in Prague.

Demande de l’Association Tchadienne pour la Promotion et de Développement de

Suite aux remarques parvenuesen ligne et en téléconférence mensuelle d’AFRALO, il a été
décidé de ne pas cautionner cette demande telle qu’elle a été soumise. AFRALO conseille
d’entrer en contact avec l’ATPDIT pour élucider les questions suivantes, avant de se
prononcer :
- Lien entre l’ATPDIT et l’ISOC Tchad,
- Le site web fourni est celui d’ISOC Tchad alors que la demande est présentée par
l’ATPDIT. Le site ne montre pas non plus la relation entre ISOC Tchad et l’ATPDIT et ne
mentionne pas non plus l’ATPDIT,
- Inexistence d’un conseil d’administration, Absence du système de gouvernance et de
prise de décision,
- L’organisation est gouvernée par un Comité Directeur qui a tous les pouvoirs, et dont la
composition est fixe (composée des membres fondateurs),
- L’organisation ne comporte pas des membres individuels autorisés à voter ou à contrôler
son administration,


Participation d’AFRALO au Forum de la Gouvernance de l’Internet 2012 (IGF) à Baku,
Azerbaijan


Le Workshop d’AFRALO à l’IGF 2012 à Baku a été accepté pour être financé par ICANN dans le

Réunion de Prague
Parce que Titi ne pouvait pas participer physiquement à la réunion de Prague, les membres
d’AFRALO ont désigné Hadja Fatimata Ouattara/Sanon, de l’Association pour Linux et les
Logiciels Libres du Burkina Fasso pour participer à la réunion de Prague en remplacement
de Titi.

San José Meeting:


A Report on the 43rd ICANN International Public Meeting which took place in San José
(Costa Rica) from 11 to 16 March 2012, was prepared and sent to all ALSes.


Treatment of Inactive ALSes:


During the San Jose meeting, it was decided that each RALO chooses the parameters that
best meet the specificities of the region under the common criteria for ALS activity.
A document has been sent to ALSes for comments and proposals.

Réunion de San José:


Un Rapport sur la 43ème Réunion Publique Internationale d’ICANN qui a eu lieu à San José
(Costa Rica) du 11 au 16 Mars 2012, a été élaboré et transmis à toutes les ALS.


Traitement des ALS inactives


Lors de la réunion de Sant José, il a été décidé que chaque RALO choisisse les paramètres
qui répondent le mieux aux spécificités de la région dans le cadre des critères communs
d’activité ALS.
A cet effet, un document a été transmis aux ALS pour qu’elles transmettent des
propositions.

San José Meeting:

The AFRALO members attending the 43rd ICANN meeting in San José actively participated in the various activities of the event:

  • Meetings of the Working Groups on:

    • Governmental Advisory Committee (GAC)
    • Non-Commercial Stakeholder Group (NCSG)

  • Non-At-Large Meetings:

    • Presentation and discussion of the community comments on the Geographic Regions review project
    • Applicant Support program
  • The joint AFRAL-AfrICANN meeting which drained a large number of the African participants in the San José ICANN meeting to discuss the support to be provided to the new gTLD applicants from developing countries. The adopted statement has been sent to the ICANN Board, and to both “AFRI-Discuss” and “AfrICANN” lists as well.

  At the end of the meeting, Mohamed Al Bashir, our representative in NomCom, and chair of “dot Africa” Steering Committee made a brief   presentation of the continental string project. For the record, AFRALO is represented in the “dot Africa” steering committee.

  • Regional leadership meeting (Secretariat)
  • The Public Participation Board Committee meeting in which the At-Large ICANN Academy WG presented the academy project as a whole, and particularly the pilot action planned for Toronto for the new ICANN leaders. 
  • The Thursday Public Forum
  • The Friday session where the reports of Board committees, the supporting organizations and the advisory committees were presented. 

AFRALO Activity Report (February 2012)

The main AFRALO activities during February 2012 were:

Open Policy issues

AFRALO continues to follow up on the open policy issues and urges all African ALSes to contribute in the comments initiated by ALAC or make their own ones to make the voice of the African end-users heard.

ISOC Cameroon application

After AFRALO positive advice, ALAC found the application of the Cameroon ISOC chapter satisfactory and decided to certify the ISOC Cameroon as an AFRALO At-Large Structure.  

Invitation TO THE POLICY UPDATE Webinar

All The AFRALO ALSes were urged to participate in the Webinar that the ICANN staff planned to organize prior to the 43ème ICANN public international meeting in San José to update the community on the ICANN policy issues.

AFRALO-AfrICANN joint meeting in San José

As a preparation of the next AFRALO-AfrICANN meeting in San José, an online discussion has been initiated to decide on the theme to be addressed. 5 subjects were proposed to date:

  • The dissemination of the Continent content,
  • SOPA and PIPA,
  • Support to the new gTLDs applicants,
  • IPv4 - IPv6 migration,
  • Legal provisions for the cyber-security and cyber-criminality.

During the 8 February call, the AFRALO members selected 2 of the 5 proposed themes that they found the most appropriate: Support to the new gTLDs applicants and dissemination of the African content. Therefore, it was decided to consult both AFRALO and AfrICANN lists, and the result was that “Support to the new gTLDs applicants” collected the most support.

Capacity Building program result

On request of the ICANN outreach department, the ALS representatives who participated in the capacity building program organized in Dakar, explained how the so-called program helped them to better participate in the At-Large activities, and more broadly, in the ICANN ones.

Open Public Consultations

AFRALO is following-up on the open public consultations for which ALAC prepares comments:

The African ALSes have been invited to give their point of view, particularly on the issue of Whois Policy Review Team Draft Report.

Individual Membership and Vote criteria inside AFRALO

The individual membership and the review of the vote criteria inside AFRALO have been rejected by most of the ALSes that participated in the debate. The discussion on those two issues is closed. ISOC Cameroon application for accreditation as an ALS After an online discussion, only positive opinions have been expressed by AFRALO members regarding the application of the Internet Society’s Cameroon chapter. AFRALO advised ALAC to approve the application. 

Statement of Interest for NomCom 2012 

Mohamed El Bashir, Representative of AFRALO in the ICANN Nominating Committee advised that the NomCom posted on its web site a call for statement of Interest (SOI) for positions in the Board and some supporting organizations and advisory committees http://nomcom.icann.org/. He invited the African ALSes to submit SOIs and/or recommend candidates from the Internet community for the following key leadership

positions to fulfill ICANN's technical and policy coordination role:

  • Three members of the Board of Directors,
  • Two ALAC members (representing Europe and North America regions)
  • One gNSO council member,
  • One ccNSO council member.

AFRALO-AfrICANN joint meeting in San José

As a preparation of the upcoming joint AFRALO-AfrICANN meeting in San José, an online discussion has been launched to define the theme to be debated. The following subjects have been so far proposed:

  • The dissemination of continental contents,
  • SOPA and PIPA,
  • Support for the new gold applicants,
  • Migration from IPv4 to IPv6,
  • Legal dispositions on cyber-security and cyber-crimes.
