Comment:
I have doubts about it. ICANN should not get into the merit of this matter. In Argentina, .AR is free of charge; in many cases, registration is not-for-profit. Internet industry, ok. DNS industry may turn into something artificial. Again, I do not see how ICANN would relate to that. ICANN must take care of DNS root and IP distribution, not of the respective industries (besides there is the IPv4 black market also)…
- Item 4.5 - To create a regional dispute resolution provider (UDRP) based in the region and responsive to the region’s needs.
Comment:
I don't think it is feasible to regionalize UDRP. Either it is in a specific country (as it is our case, since .br ccTLD only accepts Brazilians), or it is totally global.
