Eric Brunner-Williams: i'd like to see (na)ralo express a preference for cultural and linguistic (idn included) applicants, and make a distinction between these and generic/ppc/brand/... for-profit exploits

Joly MacFie: I like this from .nyc POV, as it is more likely that the such a tld might be be community-based rather than standard
Eric Brunner-Williams: well ... if the new york city doitt selects verisign/neustar it has a platform, and independent of what its policies are (community or standard) it will have no scarcity of resources issues.

Joly MacFie: but I know it would be an argument against - in that it would give community based applications for the same string an unfair advantage
Eric Brunner-Williams: additionally, if the protection of cities (my advocacy before and at cartagena) is adopted, then the application for .nyc will not need to be made with the restrictions of "community" (14/16 and the restrictions on registration of people from jersy consequences)
