Rule 4 - Duties of the Chairperson

4.1 The Chairperson shall open and close each plenary meeting of the Assembly. He/She shall direct the discussions, ensure observance of these Rules, accord the right to speak, put questions to the vote and announce decisions. He/She shall rule on points of order and, subject to the present Rules, shall control the proceedings and the maintenance of order. He/She shall not vote, but he/she may instruct another member of his/her delegation to vote on behalf of the organisation of which he/she is a representative.

4.2 Should the Chairperson be absent during a meeting, or any part thereof, he/she shall be replaced by the Vice-Chairperson. A Vice-Chairperson acting as Chairperson shall have the same powers and duties as the Chairperson.

Regla 4 - Responsabilidades del Presidente

4.1 El Presidente deberá dar por iniciada y por terminada cada sesión plenaria de la Asamblea. Él/Ella dirigirá las discusiones, se encargará de hacer cumplir este Reglamento, coordinará el derecho hablar, someterá los asuntos a votación y anunciará las decisiones. Él/Ella determinará los puntos de orden y, apegándose a este Reglamento, estará a cargo de controlar los procedimientos y mantener el orden. Él/Ella no podrá votar, pero podrá dar instrucciones a otro miembro de su delegación para que vote en representación de la organización que él/ella representa.

4.2 En caso de que el Presidente esté ausente de una reunión, o de parte de ella, será reemplazado por el Vice-Presidente. Al desempeñarse como Presidente, el Vice-Presidente tendrá las mismas facultades y las mismas responsabilidades que el Presidente.
