    On Collision risk management do remember that while there is available a list of KNOWN  DO NOT Apply for Strings because of established Collision (unacceptable) risk the Review points occur at least 2 times in higher degree of detail after Application and before any possible delegation,  That does not take into account any actual tested for and discovered issues or complaints regarding Name Collision at the Top Level
