Description:

Because the removal of a delegation from the root zone can have significant non-local impact, new rules added to a LGR must, as far as possible, be backward compatible so that new versions of the LGR do not produce results that are incompatible with historical (existent) activations.

ICANN agrees with this recommendation and backwards compatibility will be one of the main considerations the Integration Panel has to take into account in each release of the IDN LGR. The LGR procedure including guidelines has been put in place (Project 2.1 of the IDN Variant TLD Program) and is being imposed by integration panel.
