ICANN agrees with this recommendation and the IDN LGR procedure is designed to follow a conservative and minimalist approach to maintain the security and stability of the root zone. The LGR procedure including guidelines has been put in place (Project 2.1 of the IDN Variant TLD Program) and is being imposed by integration panel.
