SubPro WG has included a recommendation for ROs to utilize reference LGRs when they design their IDN tables and reference LGRs have also been incorporated in the updated IDN Guidelines 4.1 now approved by the ICANN Board for implementation. Also, the updated IDN table review process now utilizes the reference LGRs along with the online LGR tool. Additional reference LGRs will be developed against the additional RZ-LGR proposals received in the future. ICANN has also communicated these changes through public comment, announcements and direct communication to the registry operators, as well as conducted webinars on how to use the tool and the reference LGRs to review IDN tables. With the new IDN table review process now operational, implementation of this Advice is considered complete.

Therefore, this recommendation is now largely addressed. Additional reference LGRs will be developed against the additional RZ-LGR proposals received in the future. Phase 4Phase UpdateThe IDN Guidelines were updated to version 4 in May 2018 (https://www.icann.org/en/system/files/files/idn-guidelines-10may18-en.pdf). However, these Guidelines are currently being held for review of GNSO, following the request from GNSO to the ICANN Board. GNSO is planning IDN operational track work for reviewing these guidelines. In March 2020, the Guidelines for Developing Reference Label Generation Rules (LGRs) for the Second Level Version 2 were published for public comment, and the public comment staff report was issued in May 2020. Since then 17 additional Reference LGRs have been published by ICANN following public comment, and another four were released in Jan. 2021 for public comment. The IANA Repository of IDN tables is also now being updated to address any gaps. As of January 2021, more than 60% (2000) missing IDN tables have been published in the IANA repository. The update is anticipated to be complete by June 2021.

Phase 4Phase UpdateAs the RZ-LGR now incorporates 16 scripts with Chinese and Bangla being added shortly, the work on taking this learning at second and higher levels has started. The consistency is being managed by developing reference LGRs for the second level. Recently the Guidelines were finalized and published to develop script based ref. LGRs derived from RZ-LGR. The ref. LGRs for these scripts are being finalized for public comment release. IDN Guidelines were updated to ver. 4 which encourages the use of ref. LGRs by the TLDs. However, these Guidelines are currently being held for review of GNSO, following the request from GNSO to the ICANN Board. Work has also started to update IANA Repository of IDN tables to address any gaps.

Phase 4Phase UpdateThe IDN Guidelines have been updated to encourage the use reference LGRs which allow for consistent set of rules between top-level and second level. GNSO recently requested deferring their approval by the Board as it considers if some of these guidelines come under their policy remit. The root zone LGR is posted at https://www.icann.org/resources/pages/root-zone-lgr-2015-06-21-en. IANA also maintains a central repository for IDN tables for all TLDs.

ICANN staff are focusing on the implementation of the LGR procedure for the root zone, and many different projects are underway in pursuit of implementation.
