Description:

The SSAC offers the following comments for consideration on the removal of orphan glue records:

Finally, to mitigate the actual abuse of orphaned glue, registry operators should take action to remove these records when provided with evidence that the glue is indeed present to abet malicious conduct.

ICANN implemented this advice in the language of the Applicant Guidebook (https://newgtlds.icann.org/en/applicants/agb/guidebookfull-04jun12-en.pdf) and the New gTLD Base Registry Agreement, Specification 6, Section 4.2, which references the SSAC Advisory directly: "Malicious Use of Orphan Glue Records. Registry Operators shall take action to remove orphan glue records (as defined at http://www.icann.org/en/committees/security/sac048.pdf) when provided with evidence in written form that such records are present in connection with malicious conduct."
