At the CPWG call of 19 Jan 2022, I mentioned that there an interest by the GNSO Council to revive the practice of having ALAC-GNSO Council bilateral sessions during ICANN meetings. Such a session is currently planned for during ICANN73, on 9 Mar.

At the ALAC Chair's behest, I extended an invitation to CPWG members to submit topic suggestions for the ALAC Members to consider raising/discussing with the GNSO Council at the said bilateral session. 

Until further notice, I would encourage submissions be made on the CPWG mail list and would simultaneously ask that you try to craft your suggestions in a way that would make it easy for all to understand and for the ALAC Members to consider how to take them forward (if at all)..

For example, A topic name, brief background context leading to a question or goal.

1.  Operational Design Assessment of Standardized System for Access/Disclosure  RecommendationsOn 25 Jan 2022, ICANN Org released its Operational Design Assessment (ODA) of the Standardized System for Access/Disclosure (SSAD) Recommendations which became a preliminary basis for the GNSO Council's consultation with the ICANN Board on 27 Jan 2022

TBC - How does the GNSO Council intend to proceed with its recommendations on the SSAD given the concerns raised by the ICANN Board, which also reflect the concerns contained in the ALAC's Statement of 24 Aug 2020. 


  • GNSO Council has on 1 Feb established a Small Team to analyse the SSAD ODA with a view to developing recommendations for next steps to be taken by Council.
  • Alan Greenberg (in his capacity as one of the ALAC EPDP Phase 2 representatives) has been nominated as the ALAC representative to this Small Team. 
  • We may need to make adjustments to the Question or Goal depending on the progress of this Small Team's work and/or input from Alan.
2. Subsequent Procedures Operational Design Phase (SubPro ODP)Although announced on 20 Dec 2021, it is understood that the SubPro ODP had only officially kicked off circa 18 Jan 2022 just as the SSAD ODP came to its conclusion on 25 Jan 2022. TBC - The ALAC is keen to understand if the GNSO Council has any made any observations or acquired lessons from its involvement with the SSAD ODP Team which it intends to apply to the SubPro ODP process to improve the efficacy and transparency of the ODP concept for the entire ICANN community.
3.  DNS Abuse MitigationDuring Part 2 of its meeting on 27 Oct 2021, the GNSO Council established a small team of councilors to draft potential Council next steps regarding DNS Abuse. 

TBC - The ALAC is keen to know:

  • Has the GNSO Council arrived at any next steps regarding DNS Abuse per its agenda?
  • How would Council take on board inputs/  efforts from other parts of the ICANN community on such next steps?
  • Would Council be able to share an indication of its plan and timeline for such next steps?
  • GNSO Council has circa 26 Jan established a Small Team to consider its next steps for DNS abuse.
  • Justine Chew (in her capacity as ALAC Liaison to the GNSO Council) has on 3 Feb joined this Small Team.
  • We may need to make adjustments to the Questions or Goal depending on the progress of this Small Team's work and/or input from Justine.
  • Reference to ALAC-GAC Whitepaper on DNS Abuse?
4.  Modifying gTLD Consensus PoliciesAlso during Part 2 of its meeting on 27 Oct 2021, the GNSO Council tabled for consideration a Discussion paper by GDS on Modifying gTLD Consensus Policies. 

TBC - The ALAC would like to better understand how the issues raised in this Discussion paper might impact:

  • The implementation of PDP 3.0 and increasing use of the representative model in recently constituted GNSO EPDP and PDP WGs; and/or
  • Any efforts by Council on the continuous improvements of its operating procedures.

5.  Priorities for 2022

Apart from the list of issues set out above which we know to be on Council's agenda, what priorities has Council identified on its radar for 2022?

On 25 Jan 2022, ICANN Org released its Operational Design Assessment (ODA) of the Standardized System for Access/Disclosure (SSAD) Recommendations which became a preliminary basis for the GNSO Council's consultation with the ICANN Board on 27 Jan 2022 [icann.zoom.us].

Although announced on 20 Dec 2021, it is understood that the SubPro ODP had only officially kicked off circa 18 Jan 2022 just before the SSAD ODP came to its conclusion on 25 Jan 2022. 

  • Has Council made any observations or acquired lessons from its involvement with the SSAD ODP which it intends to apply to the SubPro ODP process to improve the efficacy and transparency of the ODP concept for the entire ICANN community?
  • Would Council be able to briefly share any preliminary feedback on the SubPro ODP's progress so far?
