Welcome to At-Large Consolidated Policy Working Group (CPWG) Call taking place on Wednesday, 05 January 2022 at 13:00 UTC.
15:34:42 From Yeşim Saglam - ICANN Org to Everyone:
Agenda: https://community.icann.org/x/s4D3Cg
15:59:12 From Priyatosh Jana to Everyone:
hi everyone.... greetings from India...wish you all happy new year 2022.
16:00:19 From Jeffrey Neuman to Everyone:
Hello everyone. Listening in today, but not in a position to actually speak for another 30 mins or so
16:01:37 From John McCormac - HosterStats.com to Everyone:
Morning/afternoon/evening all and Seasons greetings.
16:02:15 From hadia Elminiawi to Everyone:
Hello all
16:02:26 From hadia Elminiawi to Everyone:
Happy New Year
16:02:42 From Claire Craig to Everyone:
Hello All Happy New Year to you too.
16:02:50 From hadia Elminiawi to Everyone:
Let's see how 2022 will be doing
16:03:11 From Jeffrey Neuman to Everyone:
I know people may have seen the discussions on the At-Large list, and I was wondering how topics get added to the agenda in the future
16:03:34 From Yeşim Saglam - ICANN Org to Everyone:
RTT Link: https://www.streamtext.net/player?event=ICANN
16:03:52 From Jeffrey Neuman to Everyone:
Or how new issues are introduced for discussion
16:04:09 From John McCormac - HosterStats.com to Everyone:
That At-large thread seemed to have a life of its own.
16:04:36 From hadia Elminiawi to Everyone:
get your boosters
16:04:39 From Jonathan Zuck to Everyone:
NOT more important, just more urgent
16:05:15 From Jeffrey Neuman to Everyone:
@John - yes. And I am fine ultimately if the At-Large says no we don’t want to address, but I think it should be discussed by more than they few people that have weighed in
16:05:19 From Jeffrey Neuman to Everyone:
On the list
16:05:27 From Gopal Tadepalli to Everyone:
Greetings. Happy New Year 2022. - Dr. T V Gopal, Professor, Department of Computer Science and Engineering, College of Engineering, Guindy Campus, Anna University , Chennai, INDIA.
16:05:42 From Roberto Gaetano to Everyone:
@Jeff - my assumption is that to add a topic for this group the entry point is a message to the CPWG mailing list - not to the ALAC mailing list - but maybe somebody better informed can chime in
16:05:56 From Jonathan Zuck to Everyone:
@Jeff, I’ve discussed having it put on the agenda for the next OFBWG call with Holly.
16:05:57 From hadia Elminiawi to Everyone:
Greetings Dr. Gopal
16:06:24 From Jeffrey Neuman to Everyone:
OFBWG? Sorry I am new to this group?
16:06:38 From John McCormac - HosterStats.com to Everyone:
@Jeff Yep. It looked like a bit of a mess. There are times when it is good to claim to be just a techie. :)
16:07:36 From Jonathan Zuck to Everyone:
Overhead, Finance and Budget WG. It was split off from the CPWG to focus on things related to our relationship to the Org such as MSM, Accountability, Budget, etc.
16:07:42 From hadia Elminiawi to Everyone:
I could work with Barrack on this
16:08:36 From Jeffrey Neuman to Everyone:
@jonathan - thanks. If there is anything you need from me to formally introduce the subject, just let me know. I think the e-mails provide the context, but if you need more, I am happy to help.
16:08:37 From hadia Elminiawi to Everyone:
I shall text Barrack on WhatsApp
16:09:04 From Greg and Deborah to Everyone:
Hello all and Happy New Year!
16:09:26 From Jonathan Zuck to Everyone:
Thanks @Jeff. Holly will be in touch and I’m happy to support.
16:09:28 From hadia Elminiawi to Everyone:
One minor clarification - no substantive changes from my side
16:09:40 From Holly Raiche to Everyone:
It is the Operations, Finance and Budget Working Group. The agenda for the next meeting will be taken up with discussion on the ICANN budget - released for comment. If you want to put something on the agenda, please ask - but the discussion must be one of principle - a bit higher level than the discussion on the list. I think Roberto’s email would be where to start
16:10:24 From Jonathan Zuck to Everyone:
Operations, not overhead. Thanks Holly. Sorry.
16:10:27 From hadia Elminiawi to Everyone:
Sorry two minor clarifications

link to the document
16:13:36 From Roberto Gaetano to Everyone:
@Holly - I am not part of that group - please let me know when that point comes up for discussion and I will try to join as observer
16:13:38 From John McCormac - HosterStats.com to Everyone:
NIS2 was going to apply to all DNS operators but a move to only registrars/registries would be a good thing. I think that there was a move on this late last year but it might be worth double checking.
16:14:26 From hadia Elminiawi to Everyone:
It was a good holiday - I could not forget ICANN though
16:14:45 From John McCormac - HosterStats.com to Everyone:
Based on the DNS element in the NIS2, it was clear that they were not expert enough to define DNS usage or control.
16:15:01 From Jeffrey Neuman to Everyone:
@Holly - I would like to join as well to give any context, but I want to stress that the topic is not about me or my company’s reconsideration request, but rather at a high level closing loopholes in the Accountability Mechanisms that seem to cut against whaat we were trying to do during the transition
16:16:47 From John McCormac - HosterStats.com to Everyone:
@JZ The 2022 market is a very different one to that of the CCT years. Some are still good though.
16:16:52 From Holly Raiche to Everyone:
@ Roberto - at this stage, we will be concentrating on the budgets. But we will be looking at issues raised at you will absolutely be a welcome participant
16:17:01 From Roberto Gaetano to Everyone:
@Jeff - that’s the level at which the discussion should stay - the details on the case that prompted the discussion is important to understand the example, but should remain as a use case
16:17:01 From christopher wilkinson to Everyone:
Apologies for being late. (Working out of doors)
16:17:02 From Alan Greenberg to Everyone:
@John, our comments apply not to the DNS parts of NIS2 but those associated with RDDS/WHOIS. The DNS parts in the original NIS2 proposal were far to wide-ranging and my understanding is that this has been addressed in more recent updates.
16:17:40 From Jeffrey Neuman to Everyone:
@Roberto - I completely agree.
16:18:59 From John McCormac - HosterStats.com to Everyone:
@Alan The initial version on the DNS element was quite horrifying. They did update some of that. Most of the EU ccTLD registries went dark in 2018 and the gTLD registrars within the EU seem to redact a lot. (Spent a few weeks matching ccTLD registrars (approx. 20K) and gTLD registrars for stats purposes,

@John we address the impact of NIS2 on the processing of registration data

https://datatracker.ietf.org/doc/rfc9154/
16:21:19 From Jonathan Zuck to Everyone:
@JM, you’re right about the CCTRT recs. They are special in a number of ways, not the least of which how much time has passed and the level of dispersion. My guess is that, as the At-Large, we’ll be focused on things such as DNS Abuse and less on market economics
16:21:22 From John McCormac - HosterStats.com to Everyone:
@Hadia Thanks. Still catching up after the holidays and a lot of stats work.
16:21:32 From Vernatius Ezeama to Everyone:

Yesim call him out with this number +2348037007800. finding it difficult to call in
16:22:35 From hadia Elminiawi to Everyone:
I thought this group was the first to meet
16:22:45 From Yeşim Saglam - ICANN Org to Everyone:
Vernatius - sorry, to whom this number belongs to please?
16:23:06 From John McCormac - HosterStats.com to Everyone:
@JZ The DNS abuse stuff has faded somewhat with fewer new gTLDs using discounting as a model. There were some claims about aged gTLD doms being used for abusive purposes but I haven't read the full report on it yet. (Unit 42)
16:23:38 From Vernatius Ezeama to Everyone:
is mine
16:24:08 From Yeşim Saglam - ICANN Org to Everyone:
Ah ok thanks Vernatius - ADIGO will dial-out to you
16:24:26 From Vernatius Ezeama to Everyone:
Thanks
16:24:39 From Jeffrey Neuman to Everyone:
I think that is a data retention issue in general
16:24:44 From Jeffrey Neuman to Everyone:
Not a transfer policy issue
16:24:56 From Jeffrey Neuman to Everyone:
And there are some requirements in the Registry Agreement
16:25:22 From John McCormac - HosterStats.com to Everyone:
I have about 22 years of transfer records and new/deleted regs but that's DNS based.
16:26:06 From John McCormac - HosterStats.com to Everyone:
It does seem to be out of scope for the current issue though.
16:27:22 From Sivasubramanian M to Everyone:
@Steiner whichever way it is characterised, data retention, DNS based etc, it is essentially logs related to transfer, so might not be excluded from the scope of Transfer policy. May be there is overlap, but this question is not unconnected

https://f5-studio.com/articles/how-to-check-the-history-of-a-domain-name/ - Dr. T V Gopal, Anna University, Chennai, INDIA
16:29:30 From Lutz Donnerhacke to Everyone:
@Gopal, the Transfer does not alter the Domain histroy. A Domain owner Change would cause such a change
16:31:20 From Lutz Donnerhacke to Everyone:
Technically any modifications to the registry Zone data for a Domain Name is only a non-relevant Change. (incl NS. DS)
16:31:25 From Gopal Tadepalli to Everyone:
@Lutz: Just to chip in along the other points in the discussion Siva and Steiner were talking. - Dr. T V Gopal, Anna University, Chennai, INDIA
16:31:56 From Steinar Grøtterød to Everyone:
@Siva: All transfer requests are logged. The WG work on finding a way to identify the requesting registrar with their IANA ID to enhance the information given to the losing registrar. Per today, no way to identify the requesting registrar in the transfer requ
16:32:32 From Satish Babu to Everyone:
Here is the SSAC document: https://community.icann.org/download/attachments/176621266/SSAC2021-09.pdf?version=1&modificationDate=1637184294000&api=v2
16:32:51 From John McCormac - HosterStats.com to Everyone:
The number of DNS changes each month is typically much higher than that of owner changes. This is due to the reseller/web dev market transferring domain names from DNS to DNS.
16:33:54 From John McCormac - HosterStats.com to Everyone:
Transfer activity in the new gTLDs tends to be very low unless the domain names have been purchased from a registrant.
16:35:53 From Holly Raiche to Everyone:
@ JZ/OCL - maybe a formal reference from you to the OFB WG on the GNSO SOI procedures?
16:36:42 From Olivier MJ Crepin-Leblond to Everyone:
yes @HOlly
16:36:56 From Holly Raiche to Everyone:
@ OCL - thanks

16:39:55 From Jonathan Zuck to Everyone:
That’s right

16:44:41 From Sivasubramanian M to Everyone:
