NIS2 was going to apply to all DNS operators but a move to only registrars/registries would be a good thing. I think that there was a move on this late last year but it might be worth double checking.

Most of the EU ccTLD registries went dark in 2018 and the gTLD registrars within the EU seem to redact a lot. The number of DNS changes each month is typically much higher than that of owner changes. This is due to the reseller/web dev market transferring domain names from DNS to DNS.
