<Comment> Following up on Jonathan Zuck's intervention, I wonder if it is worthwhile for ALAC and the GAC to jointly investigate what tools/processes are available to fight against malicious domain name registrations. If there are tools that are useful and efficient and that are available for licensing, then perhaps ALAC and GAC can advise the Board to have ICANN Org take on an umbrella license for such tools and make them available for no cost to registrars and registries to improve their addressing of malicious registrations. This wouldn't help with registrars that don't care or purposefully turn a blind eye to malicious registrations. But it may help contracted parties who are willing but don't want to expend extra money, etc. <COMMENT>

<COMMENT> In terms of Trusted Notifier arrangements, if any GAC member would like to discuss/ask questions about the trusted notifier arrangements I personally negotiated with Donuts and Radix (when I was at Motion Picture Association) to address websites engaged in copyright piracy, I would be happy to do so. And I know the General Counsel of Donuts would be happy to participate as well, so you would get the perspective and insights of a major domain name registry as well. A nice thing that emerged from our negotiation and implementation of the trusted notifier arrangement was not just an effective voluntary arrangement, but a number of friendships as well. :-) <COMMENT>
