If there are tools that are useful and efficient and that are available for licensing, then perhaps ALAC and GAC can advise the Board to have ICANN Org take on an umbrella license for such tools and make them available for no cost to registrars and registries to improve their addressing of malicious registrations. And I know the General Counsel of Donuts would be happy to participate as well, so you would get the perspective and insights of a major domain name registry as well. A nice thing that emerged from our negotiation and implementation of the trusted notifier arrangement was not just an effective voluntary arrangement, but a number of friendships as well. :-) <COMMENT>
