Richard is currently a civil society activist in the area of ICTs, including Internet governance and data privacy. He has participated in numerous civil society, intergovernmental, and multi-stakeholder discussions and has published blogs and peer-reviewed articles. He was formerly a senior official at the International Telecommunications Union.
 
Prior to joining ITU, Richard was Department Head, IT Infrastructure Delivery and Support, at Orange Communications (a GSM operator). He previously was the IT Manager at the University of Geneva; held various IT and telecommunications positions in Hewlett-Packard Europe; worked as a Research Statistician for A.C. Nielsen; as a systems designer and manager for software for econometric modeling and the management of financial portfolios at M.I.T and spinoffs. 
 
Richard holds a Ph.D. in Statistics from Harvard University and a B.S. in Mathematics from M.I.T.  Prior to his studies in the U.S.A., he obtained the Maturita' from the Liceo Scientifico A. Righi in Rome, Italy.
