Brief Overview

Purpose: As required by the IANA Naming Function Process for Amending the IANA Naming SLAs, the purpose of this public comment proceeding is to obtain community input on a proposed new SLA which would define expectations of request processing timeliness for Label Generation Rulesets (LGRs). If adopted, the new requirements will be added to the performance metrics as defined in the Service Level Agreements for the IANA Naming Functions Contract. The Repository of IDN Practices supports internationalized domain names (IDNs) by promoting the sharing of registry IDN policies. The IDN Repository houses the IDN tables or LGRs for registries that offer IDN registrations. The IANA naming functions include maintaining the LGRs through processing requests for the publication or modification of the rulesets for each TLDregistry.

Current Status: According to the Process for Amending the IANA Naming SLAs, the Customer Standing Committee, PTI, and ICANN have agreed upon the new metrics, and now seek community consultation through this public comment process.

Next Steps: Feedback from this public comment period will be considered for the final SLA recommendation.

Section I: Description and Explanation

The Repository of IDN Practices was created to support the development of the internationalized domain names (IDNs) by promoting the sharing of registry IDN policies. The policies are referred to as "Label Generation Rulesets" (LGRs), and historically as "IDN tables" or "variant tables." Registries implementing IDN support are encouraged, and sometimes contractually required, to utilize this repository to publish their LGRs.

The LGRs are currently published in the IDN Practices Repository on the IANA website. The IANA Naming Function Contract requires maintenance of this repository, thereby placing the monitoring of this activity within the CSC's purview, however, the contract does not currently define any SLAs for this deliverable.

On 7 May 2019, the SLA amendment process was established through an amendment to the IANA Naming Function Contract. Subsequently this proposal has been developed for public comment.

The proposed SLA metrics can be found in the document "New SLAs for Publication of the Label Generation Rulesets for Internationalized Domain Names Change Analysis."

Section II: Background

The IANA Naming Function Contract specifies a set of Service Level Agreements (SLAs) the IANA Naming Functions operator PTI must adhere to and that the Customer Standing Committee (CSC) is empowered to oversee. The "Process for Amending the IANA Naming Service Level Agreements "was utilized in determining the need for these proposed SLA amendments. This process also defines the method for approving a change, as well as and the appropriate consultation level needed to finalize a change. This process contains safeguards and mechanisms to ensure that due diligence will be followed in making changes to the SLAs.

Per the process, "If the CSC and PTI reach a mutual decision to proceed with the SLA change, PTI should draft a change recommendation, which includes an impact analysis that expands with further detail based on their earlier discussions during the 'procedure for determining that a SLA needs amending' stage." In accordance with the SLA change process requirement, PTI provided the attached "New SLAs for Publication of the Label Generation Rulesets for Internationalized Domain Names Change Analysis" document, which provides a description of the new SLA and an implementation analysis. It was determined to move forward with the establishing SLAs for the publication of Label Generation Rulesets (LGRs) in the IDN Practices Repository.

The IDN Practices Repository is maintained under the IANA naming function contract and sets out the process for amending naming SLAs which Public Technical Identifiers (PTIs) must adhere to. All changes (developing new SLAs, deleting SLAs or amending SLAs) require community input. Consequently, public comment is sought on two proposed new SLAs for Label Generation Rulesets (LGR). The two proposed new SLAs are for maximum of 5 days for validation and review, and 7 days for implementation - both at the 90% level. The two new SLAs have already been agreed to by the Customer Standing Committee (CSC), the PTI and ICANN.

The ALAC appreciates the opportunity to comment, and supports the recommendations of the CSC and PTI for the proposed IANA SLAs for publishing the LGRs/IDN Tables.
