LACRALO ante los sucesos de público conocimiento, tales como la declaración de Montevideo, la declaración de los I*, el anuncio histórico de la NTIA y en cara a la reunión de Net mundial en Brasil, abril próximo, quiere apoyar a la ICANN en el proceso de aceptación por parte de la comunidad en ver a la misma como administradora de las funciones de la IANA.
Reconocemos, al igual que muchos de la comunidad, que hasta el momento se ha hecho un muy buen trabajo respecto de la guarda y vigilancia de las funciones de la IANA por parte del gobierno de estados unidos.
Reconocemos el liderazgo de ICANN en este proceso, pero resaltamos que las funciones de desarrollo y la parte operativa deben seguir funcionando como hasta el momento y que ICANN debe ser el encargado dentro del ecosistema de Internet en llevar a cabo la coordinación del proceso asumiendo las funciones de la IANA pero respetando a las partes quienes desarrollan y ejercen esas funciones también (IETF, IAB y los RIR)
Creemos que la transición de las funciones de IANA debe ser abordada por la comunidad entera, desde el modelo multistakeholder con procesos abiertos y transparentes, defender la idea de un modelo que no sea gubernamental o inter-gubernamental.
Si bien ICANN público desde temprano un cronograma tentativo para el proceso, creemos que se debe tomar el tiempo necesario para esta transición, y no tomarse decisiones no consensuadas por la comunidad, como así también no centrase las discusiones únicamente en las reuniones de la ICANN sino en los diversos foros existentes.
Debe darse importancia a la globalización de la estructura legal de la ICANN, y cómo va a ser la evolución de las funciones en este proceso. La evolución de este proceso debe reflejar y asegurar que todas las voces sean oídas.
Particularmente creemos que ICANN debe ir a la reunión de Brasil con la finalidad de:
. Asegurar la seguridad y estabilidad de la Internet, y resiliencia
. Apoyar la apertura actual de Internet
. Apoyar el modelo Multistakeholder
. Defender la idea de una Internet única y global
. Asegurar la discusión de con toda la comunidad dentro un proceso abierto y transparente para la transición de las funciones de la IANA.
Finalmente creemos que debe darse protagonismo a los usuarios finales de Internet, quienes tiene un papel importante dentro del proceso de gobernanza y hasta el momento no fueron tenidos en cuenta dentro de la ICANN.

We recognize , as did many of the community, which so far has done a very good job regarding custody and supervision of the IANA functions by the United States government .
We recognize ICANN 's leadership in this process , but we emphasize that the functions of development and operational part should still work as far and that ICANN should be in charge within the Internet ecosystem to carry out the coordination of the process assuming the functions IANA but respecting the parties who develop and exercise these functions too ( IETF , IAB and RIR )
We believe that the transition from the IANA functions should be addressed by the entire community, from the multistakeholder model with open and transparent processes , defend the idea of a model that is non-governmental or inter - governmental .
While ICANN public early tentative timetable for the process, we believe that you should take the time for this transition , and not make decisions not agreed by the community , as well as discussions focus not only on the ICANN meetings but existing in the various forums.
Importance should be given to the globalization of the legal structure of ICANN, and how it will be changing roles in this process. The evolution of this process should reflect and ensure that all voices are heard.
In particular we believe that ICANN should go to the meeting in Brazil in order to :
. Ensuring the security and stability of the Internet , and resilience
. Support the current openness of the Internet
. Support Multi-Stakeholder Model
. Defending the idea of a single, global Internet
. Ensure discussion with the community in an open and transparent to transition the IANA functions process.
Finally we believe that prominence should be given to end users , who have an important role in the governance process and so far not been taken into account within ICANN.
