- Entire process/planning cycle needs to be re-looked at as there is not enough time to gather input, produce documents, allow for public comment, modifications as needed, community and board approval
- Lengthen time for SO AC requests and inputs (doesn’t need to follow budget document timeline) and include more education, discussion, time for revising as needed
- Need to pre-determine calendared dates for work sessions, meetings, public comment etc. and publish them out to community in advance
2. ISSUES / CHALLENGES FOR THIS GROUP:
- Determine scope and resources in order to create timeline for budget process
- Add time frame around each budget process activity from Community standpoint
3. FOR YOUR CONSIDERATION AND COMMENTS:
Start Strategic Planning earlier (April) with time allowed for community input and interaction
Board approval by 1st fiscal meeting of the year, including Priorities for upcoming fiscal year;
Framework building with community starting in October based on Strategic Plan established priorities
Post Framework in January and execute pre-scheduleD community sessions for discussion through and allow time for comment
January thru April staff develops draft Ops Plan based on priorities, projects, programs with community input
Post draft Ops Plan 1 May for board and community review and consensus
SO and AC deliverables run parallel to the Budget process with closure by April for inclusion in the draft Ops Plan on 1 May
