Discussion Forum on Geopolitical Legislative and Regulatory Developments

We have seen a growing number of new proposals (legislative, regulatory, member states contributions to the ITU, draft texts and statements at the UN, etc.) with the potential to impact ICANN’s mission and create a complex and unpredictable environment for all ICANN stakeholders. The intent of this session is to improve the flow of information to the ICANN community about Internet-related public policy issues, including legislative and regulatory proposals that may impact ICANN’s technical mission, policies and processes.

ICANN actively monitors the development of government and intergovernmental organization (IGO) activities to ensure that the organization has the necessary information, tools, and resources to prepare for and address geopolitical issues impacting ICANN’s mission. We would like to establish this and future sessions of this kind as an opportunity for regular interaction with the community during ICANN meetings, covering these activities.

We have seen that governmental, regulatory and other initiatives have the potential to impact all parts of the ICANN community. For example, they bring technical impacts, interact with pending policy work, impact existing contracts, and can change the end user experience. While there have been parts of the community that have historically been interested in tracking initiatives and assessing impact, ICANN org recognizes that it has work to do to bring this discussion to a broader, cross-community audience. Just as ICANN org has matured in its ability to internally assess potential impacts of proposed initiatives, ICANN org will support the community in bringing more awareness to these issues.

This session is expected to result in providing more information to the community, including deeper understanding of potential impacts of these proposals and encouraging the development of mitigation strategies for both community and ICANN org.
