BACKGROUND AND PURPOSE
The role of the Root Server System Advisory Committee ("RSSAC") is to advise the ICANN community and Board on matters relating to the operation, administration, security, and integrity of the Internet's Root Server System. For more information on the RSSAC, click here.
Per ICANN's Bylaws (Section 4.4), the goal of the review is to be undertaken "pursuant to such criteria and standards as the Board shall direct, shall be to determine (i) whether that organization, council or committee has a continuing purpose in the ICANN structure, (ii) if so, whether any change in structure or operations is desirable to improve its effectiveness and (iii) whether that organization, council or committee is accountable to its constituencies, stakeholder groups, organizations and other stakeholders.

Six-monthly written implementation reports
The NomCom Review Implementation Working Group has commenced implementation, and is scheduled to submit its first six-monthly written implementation report on progress to the Organizational Effectiveness Committee of the ICANN Board (OEC)on 30 June 2020.
Acceptance of the Second Organizational Review of the Root Server System Advisory Committee(RSSAC2) Detailed Implementation Plan
12 March 2020 - The ICANN Board accepted the RSSAC2 Review Detailed Implementation Plan, including the implementation approach contained within; and directed the RSSAC2 Review Implementation Work Party to continue implementation in accordance with the RSSAC2 Review Detailed Implementation Plan, and to provide updates to the Organizational Effectiveness Committee of the ICANN Board (OEC) through written implementation reports on progress every six months. 3 May 2019 - the ICANN Board accepted the final report from the independent examiner, and the Feasibility Assessment and Initial Implementation Plan. The ICANN Board also directed the RSSAC to convene an RSSAC review implementation working group that drafts a detailed implementation plan of the recommendations, as detailed in the Feasibility Assessment and Initial Implementation Plan, including appropriate implementation costing.
