DECLARACION DE LACRALO SOBRE LA REUNION DE BRASIL 2014
La región de Latinoamérica y Caribe (LACRALO) viene por la presente a manifestarse respecto a la reunión a desarrollarse el año próximo 23 y 24 de abril en la en la ciudad de Sao Paulo, en virtud de todo lo sucedido desde Snowden, la declaración de Montevideo, IGF de Bali y en la última reunión de ICANN en Buenos Aires. Y la presente tiene carácter de visión de cómo debería desarrollarse
La comunidad de internet esta en estos momentos tratando de averiguar, y debería dejársele en claro a toda la comunidad multistakeholder, que es “1 net” y cuál es su objetivo. Aunque sea que el objetivo primordial sea el de defender el modelo multistakeholder. La información general brindada es que 1 net es un movimiento para mejorar el modelo de múltiple partes interesadas después de la declaración de Montevideo, y otros dicen que 1 net es una lista de correo donde convergen personas y organizaciones
Parte de la comunidad cree que debemos poder saber antes de la reunión cual será el impacto de la conferencia, es decir el resultado querido de la conferencia debe ser beneficioso para toda las comunidades, y para ello debe haber roles claros y coordinación previa.
Asi mismo este tipo de iniciativas no debe focalizarse en un solo Pais por lo que si existen más iniciativas debería buscarse alternativas. Los comunicados de prensa de Brasil dicen que va a ser una reunión de multiple partes interesadas, lo cual la comunidad lo ve adecuado.
Ante el desconocimiento de gran parte de la comunidad global, ante la falta de claridad de algunos términos claves para avanzar firmemente y tener buenos resultados LACRALO cree oportuno agregar lo siguiente:
a) Lacralo, y la comunidad en general, necesita saber concretamente que es 1 net y cuál es su objetivo y en qué carácter esta ICANN participando en él y en qué medida aporta económicamente en esta iniciativa. Para esto ICANN debe proveer los canales necesarios para mantener informada a la comunidad que ICANN considera que es 1 net y los fundamentos del apoyo.
b) Lacralo cree que debe organizarse la estructura de participación y dar el lugar a los usuarios de internet y a la sociedad civil. Esta participación es y debe ser coordinada por los líderes de las regiones de icann de cada unidad constitutiva. Si los usuarios y la sociedad civil no tiene participación o vos legitimidad dentro de la reunión sería en detrimento del modelo multistakeholder.
c) Lacralo cree que antes de la reunión de Brasil deberían organizarse reuniones informativas (webinars, meetings, etc), inclusive un Informe completo en la reunión de Singapore. Otra sesión igual que la que se tuvo el día miércoles a las 7 de la mañana
d) Lacralo considera que debe tomarse en cuenta que si luego de esta reunión continúan otras, las mimas no deben ser alojadas siempre por un mismo País o bajo una misma organización, sino que debe ser un espacio para que las múltiples partes interesadas puedan discutir y ofrecerse para ser huésped.
Así mismo Lacralo cree oportuna y provechosa la reunión de Brasil, ya que la misma se suma a otras reuniones con formato multistakeholderism y lo cual reafirma que el modelo de partes interesadas es el modelo que queremos para la gobernanza de Internet y que apoyamos la apertura de más espacios que trabajen y pongan a prueba al modelo.
e) Lacralo apoya la iniciativa de ICANN y cree un desafío la forma en que deberá manejarse hasta abril próximo, pero resaltamos la necesidad de participación de todos activamente de todo el proceso de la reunión.
f) LACRALO esta compuesto por 42 organizaciones de la región de Latinoamerica y Caribe de estan dispuestas a colaborar en todo el proceso de transición hasta llegar a la reunión, ya sea en difusión o colaboración.
