The Independent Review Process (IRP) is an accountability mechanism provided by Article 4, Section 4.3 of the ICANN Bylaws for independent third-party reviewof Board or staff actions (or inactions) alleged by Claimant to be inconsistent with ICANN's Articles of Incorporation or Bylaws.  The Bylaws provides that an omnibus standing panel shall be established from which members shall be selected to preside over specific IRP disputes.  The Bylaws specify that ICANN shall, in consultation with the Support Organizations (SOs) and Advisory Committees (ACs), pursue a four-step process to establish the standing panel.
