El grupo de gobernanza se juntó por teléfono y Webex el 2-mayo. Estuvieron presentes: Sergio Salinas Porto, Vanda Scartezini, Humberto Carrasco, Alberto Soto, Harold Arcos, Jacqueline Morris, Dev Anand Teelucksingh, Lance Hinds, Carlton Samuels, junto con staff de ICANN y David Plumb como moderador. El grupo llegó a las siguientes conclusiones:
Rotación de sub-regiones
1) Todos presentes en la llamada estaban de acuerdo con la propuesta de desarrollar un sistema de rotación de cargos por sub-regiones
2) Se leyó un correo de un integrante de LACRALO quién tuvo preocupaciones sobre la idea. El correo no cambió la opinión de los participantes en la llamada.
Coeficiente país
1) Participantes hablaron sobre la lógica del sistema. Casi todos los participantes acordaron que el sistema es importante para mantener equidad entre países.

3) Se pusieron énfasis en el hecho que el sistema no quita la diversidad de opiniones dentro de un país. En principio, tampoco debiera desincentivar la formación de nuevos ALSs. Simplemente genera un equilibrio entre países en el momento de votar.

The governance group met by telephone and Webex on May 2. The following people participated: Sergio Salinas Porto, Vanda Scartezini, Humberto Carrasco, Alberto Soto, Harold Arcos, Jacqueline Morris, Dev Anand Teelucksingh, Lance Hinds, Carlton Samuels, along with ICANN staff and David Plumb as moderator. The meeting had the following agenda:

The group reached the following conclusions:
Rotation by Sub-Region
1) All those present on the call agreed with the proposal to create a system for rotating positions by sub-regional inside LACRALO.
2) An email from read from a LACRALO participant who expressed concerns about the idea. The email didn’t change the opinion of participants on the call.
Country Coefficient
4) Participants discussed the logic behind the approach. Almost all participants agreed that the system was important to maintain equity among countries.

6) Participants emphasized that the system doesn’t diminish the diversity of viewpoints inside of a country. In principle, it also doesn’t diminish incentives for creating new ALSs. Rather, it is simply a tool to create an equilibrium between countries at the moment of voting.
