| 17.01.17 | The ALS I represent is the Dutch Internet Society chapter, where I am a.o. responsible for dossiers relating to LEA’s, the intelligence agencies, dataretention and abuse. As well as being the board-liaison towards the At-Large community. I am an economist and work as the regulatory affairs spokesperson for one of the world’s largest Internet Exchanges (AMS-IX). On behalf of my employer I participate in many multi-stakeholder platforms and public-private partnerships, both national as well as international. When it comes to ICANN and At-Large my main interests are the technical aspects of the IANA functions and how these interrelate with bottom-up policy making in order to safeguard the public interest of having an open, accessible and simultaneously secure, stable, and resilient Internet for all. Currently I am somewhat struggling to add value in an ICANN context as a volunteer who’s still learning: I am a participant in the CCWG WS2 HR subgroup, an observant for the Jurisdiction one as well as for the next-gen RDS PDP WG, and member of the At-Large Public Interest and Registration WG’s. For EURALO I participate in the Task Force on At-Large Structure (ALS) engagement. However, I am convinced that being on the ALAC would help to achieve more focus and significantly improve the impact I can have on behalf of the community. I mentioned in an earlier message I now have more time available than during the previous election, which from a practical perspective should help to quickly bring myself up to speed. From a note I sent in May last year, when I nominated myself for the same EURALO ALAC position: ‘I would want to engage with the other stakeholder groups and work with them together on a better future internet for all, meanwhile demonstrating to them the importance of the ALAC role and input: to be honest I am not convinced that everyone at all times has the same positive perception of what we are trying to achieve and how we work… ‘ For me the latter, very politely stated concern, is unexpectedly reenforced by the rather shocking conclusions of the (draft) ‘Review of the ICANN At-Large Community’ report. Whether it is with regard to the lack of impact At-Large supposedly has within ICANN, the perception that the At-Large leadership team consists mostly of ‘ICANN old-timers that are unable or unwilling to allow for much needed succession planning and renewal’, and the appearance that the ALAC ‘actually only represents a few individuals who have participated for forever and do not actually represent users.’ Et cetera. I can only say that, if elected, I hope to bring a fresh perspective on matters, being probably less preconditioned by ICANN and At-Large related internal politics than when I’d be an ‘old-timer’. One the one hand I would like to have an outward view and explicitly reach out to and engage with other stakeholder constituencies. In order to contribute to an increased effectiveness of At-Large in the ICANN policy making processes. While not (yet) being well versed when it comes to all the ICANN specifics, I do work closely with the Dutch ccTLD registry operator, the Dutch GAC representatives, a number of registrars, CENTR, people from the ASO council, as well as number of NGO’s who are active in the NCSG. I know the two Dutch ICANN board members quite well, and the same goes for most of the ISPCP members. On the other hand I think it is of the utmost importance to continue to work on engaging ALSs themselves more and to help them to involve their local communities when it comes to the global role ICANN performs and what this means for the interests of end-users. | 18.01.17 | I would like to nominate myself for EURALO ALAC position to replace Veronica Cretu from Moldova. I think Internet users of Eastern Europe are underrepresented in ALAC and ICANN, and gender and regional balance is extremely important for effective functioning of global multistakeholder organization. On other side, Eastern European users lack knowledge and understanding of ICANN activity and concept of multistakeholderism, and I and my organization do our best to fill this gap. I am founder and director of iNGO “European Media Platform” with head-quarter in Kyiv, Ukraine (since 2010). As a journalist and media expert in the past, I covered activity of the Council of Europe and was the member of the Group of Specialists on Human Rights in the Information Society (MC-S-IS) of the Council of Europe Steering Committee on the media and new communication services (CDMC). In 2006 I was invited by the Council of Europe as a journalist to cover first Internet Governance Forum in Athens, and saw huge potential of new (for me) domain – Internet Governance and multistakeholderism. And in 2010 I initiated IGF-UA and since that time I am a member of IGF-UA Steering Committee (in 2016 we had IGF-UA VII with ICANN as co-organizer). Actively participate in Southern-Eastern Dialogue on Internet Governance (SEEDIG) and EuroDIG, organized several workshops at global IGF. Member of Working Group on National and Regional Initiatives on Internet Governance (NRIs). In 2010 my organization became At-Large structure, and I was elected as EURALO Secretary (for two years). Actively participated in ICANN IDN Variant TLD Group of Experts (Cyrillic script), now member of ALAC Board Member Selection Process Committee (BMSPC), EURALO Bylaws Taskforce WG and EURALO Task Force on ALS engagement. Organizer of numerous remote hubs in Ukraine for ICANN meeting, EuroDIG and IGF. Organizer of Safer Internet Days in Ukraine. Participant of NetMundial. Member of At-Large Councils at two Ukrainian governmental structures (State Service of Special Communication and Protection of Information and State Agency on e-government, which is responsible for Internet governance issues in Ukraine). It was our achievement to activate Ukraine representation in GAC (our official representative in GAC will participate for the first time in ICANN meeting in person in Copenhagen). Founder and organizer of international Forum “Media for Information Society”, initiator of multistakeholder Working Group on cybersecurity. In 2009 I graduated European Summer School on Internet Governance in Meissen, in 2010 participated in ICANN Fellowship Program. Graduated Diplo Foundation Courses on Internet Governance. We pioneered to use the term of multistakeholderism in Ukrainian, and translated a lot of materials on Internet Governance into Ukrainian and Russian (among them - Olivier's analyses of WCIT and some articles of Wolfgang Kleinwachter). My priority in At-Large - to help post-soviet communities to understand multistakeholderism and ICANN and to help ICANN to understand us. |
