In December 2011, the GNSO Council requested an Issue Report on all the rights protection mechanisms (RPMs) in all gTLDs to be delivered 18 months following the delegation of the first gTLD in the New gTLD Program. In January 2015, at staff request the timeline was extended by 6 months by the Council. On 9 October the Preliminary Issue Report was published for public comment, closing on 30 November. 
A Preliminary Issue Report is the first step mandated by the ICANN Bylaws preceding a possible Policy Development Process (PDP) on the topic concerned. Following analysis of the public comments received, a Final issue Report will be prepared for the GNSO Council, who will review the report and vote on whether or not to initiate a PDP. 
In this session, the basic findings and recommendations from the Preliminary Issue Report will be presented to the community for discussion, with the aim of facilitating community comment on the report.
