My Name is Dwi Elfrida Martina, currently I work for Ministry of Communication and Information Technology, Republic of Indonesia. I am a graduate of Master of Public policy and Public Administration, specializing in Science and technology at the University of Massachusetts at Amherst, and the Certificate of Advanced Study in E-Government Management and Leadership at Syracuse University.  In addition she succeed to pass online courses, which are Internet Governance Capability Build Program 2011, ICT Policy and Strategic Planning, and ISOC Next Generation Leaders eLearning Program.
 

My participation in ICANN is as observer in the GAC Meeting to assist and represent the government of Indonesia, also as the ICANN fellowship alumni.

I am interested in building policies of Generic Top level Domain specially if it relate to geographic names, or names that have no distinction and become debatable issues among communities in ICANN. I do follow the process of discussion regarding .WINE, .AMAZON, which have became controversial issues in the Government Advisory Committee (GAC) meeting, and these issues have raised another concern toward the weight of  GAC’S advices, or governments’ influences in the ICANN Policy process making, including the concern that ICANN has not seen yet as International organization who is able to facilitate all interests from all worldwide communities, and worldwide governments. And this issue somehow relate with the transition of IANA stewardship. The view that generic names most likely out of the Government’s basket, is not accepted anymore, specially when the government of France strongly criticized the ICANN for processing .WINE and .VINE registration, also reluctances of some governments in South America towards .AMAZON registration.  In my opinion, if all the communities in ICANN have one vision to enlarge domain names business worldwide, so the synergic cooperation with the governments have to be reached, because the governments are still the party who have authorities for legalizing the domain names business in their countries.

I have No Agreement, but I am supported by the Directorate of Informatics Application, Ministry of Communication and Information Technology, Republic of Indonesia, to participate in this group based on my experiences as observer in GAC meetings, and I will make report to DG, regarding progressing of any topics discussed in this group.
