 Les principales activités d’Afralo du mois de Mai 2013 ont concerné les points suivants:

 1.    Le Sommet At-Large  ATLAS II

 Un groupe de travail « The At-Large Summit II Working Group (ATLAS II) » a été constitué pour le projet de l’organisation du sommet At-Large II (ATLAS II) à l’occasion de la 51ème réunion de l’ICANN qui aura lieu à Londres au mois de juin 2014. Ce groupe de travail dont Afralo est membre, travaillera avec l’équipe du budget de l’ICANN sur le programme ainsi que sur la logistique du sommet : (https://community.icann.org/pages/viewpage.action?pageId=39420675)

 2.    Programme de renforcement des capacités virtuel pour les ALS Africaines

 Dans le cadre de la préparation du sommet At Large et faisant suite à la session de formation réalisé par Afralo à Dakar, trois sessions de formation virtuelles seront organisées par Afralo avec l’assistance du staff, au profit des ALS Africaines.

 La première session de formations aura lieu le jeudi 11 Juin 2013 à 18H00 UTC. Deux présentations sont prévues dans le programme. Une présentation sur les missions de l’ICANN, sa structure et ses composantes par Pierre Dandjinou et une deuxième présentation sur le rôle de l'ALAC et de la communauté At-Large, par Olivier Crépin-Leblond.

 3.    Activités à programmer pour la réunion de Juillet à Durban,

 Suite à l’appel lancé auprès des membres d’Afralo pour soumettre des propositions d’activités à organiser à Durban, il a été décidé d’organiser en plus d’un Show-Case Afralo, des activités au profit de la population locale en Afrique du Sud provenant des universités, des écoles et des organisations qui représentent les utilisateurs finaux d'Internet. Le but est de donner la possibilité à une trentaine de personnes l’occasion de participer aux activités  de l’ICANN, Il leur sera proposé la possibilité de :

  • Participer activement au Show Case qu’Afralo compte organiser, 
  • Assister aux réunions de l’ALAC pour voir comment cette dernière fonctionne et comment le modèle multipartite de l'ICANN est en marche,

 4.   Thème de la Réunion conjointe AFRALO – AfrICANN à Durban

 Poursuivant la tradition qu'AFRALO a mise en place depuis Bruxelles et qui consiste à organiser une réunion pour l'ensemble de la communauté africaine présente aux réunions de l'ICANN, AFRALO a lancé à nouveau, une consultation en ligne pour définir le thème qui sera discuté lors de la prochaine réunion conjointe AFRALO – AfrICANN à Durban.

 5.    Activités d’AFRALO à l’IGF 2013 de BALI

 L’édition 2013 du Forum de la Gouvernance de l’Internet (FGI) aura lieu à Bali en Indonésie cette année du 22 au 25 Octobre 2013. Un programme d’un workshop, élaboré et proposé par Afralo a été soumis au Forum sur la Gouvernance de l’Internet (FGI). Le thème choisi porte sur le thème "Comment l'Internet peut être un moteur de développement et de croissance".

A report on the Prague meeting has been prepared to the attention of ALSs. Results of the various
meetings which took place between ALAC and the other constituencies of ICANN were presented:
- Meeting with regional vice presidents of ICANN on outreach and how to work with
international partnerships;
- Meeting with the Non-Commercial Stakeholder Group (NCSG);
- Meeting with the ICANN Board;
- Meeting with the GAC;
Also, the following events were detailed:
- Ceremony of the tenth anniversary of ALAC;
- Meeting on new gTLDs and the Review Group.

San José Meeting:

The AFRALO members attending the 43rd ICANN meeting in San José actively participated in the various activities of the event: 

  • All the At-Large meetings
  • The LACRALO early morning capacity building sessions
  • The Show-Case organized by LACRALO
  • Meetings of the Working Groups on:
    • The new gTLDs
    • The IDNs
    • The At-Large Improvements
    • The future challenges
  • Meetings with the other ICANN stakeholders:
    • ICANN Board of Directors
    • Governmental Advisory Committee (GAC)
    • Non-Commercial Stakeholder Group (NCSG)
    • Commercial Stakeholder Group (CSG)
    • Nominating Committee (NomCom)
    • Addresses Supporting Organization (ASO)
  • Non-At-Large Meetings:
    • New gTLDs program update
    • ICANN and Internet Governance Landscape
    • ICANN community Finance session
    • Presentation and discussion of the community comments on the Geographic Regions review project
    • Applicant Support program
  • The joint AFRAL-AfrICANN meeting which drained a large number of the African participants in the San José ICANN meeting to discuss the support to be provided to the new gTLD applicants from developing countries. The adopted statement has been sent to the ICANN Board, and to both “AFRI-Discuss” and “AfrICANN” lists as well.

At the end of the meeting, Mohamed Al Bashir, our representative in NomCom, and chair of “dot Africa” Steering Committee made a brief  presentation of the continental string project. For the record, AFRALO is represented in the “dot Africa” steering committee.

  • Regional leadership meeting (Secretariat)
  • The Public Participation Board Committee meeting in which the At-Large ICANN Academy WG presented the academy project as a whole, and particularly the pilot action planned for Toronto for the new ICANN leaders. 
  • The Thursday Public Forum
  • The Friday session where the reports of Board committees, the supporting organizations and the advisory committees were presented. 

AFRALO Activity Report (February 2012)

The main AFRALO activities during February 2012 were:

Open Policy issues

AFRALO continues to follow up on the open policy issues and urges all African ALSes to contribute in the comments initiated by ALAC or make their own ones to make the voice of the African end-users heard.

ISOC Cameroon application

After AFRALO positive advice, ALAC found the application of the Cameroon ISOC chapter satisfactory and decided to certify the ISOC Cameroon as an AFRALO At-Large Structure.

Invitation TO THE POLICY UPDATE Webinar

All The AFRALO ALSes were urged to participate in the Webinar that the ICANN staff planned to organize prior to the 43ème ICANN public international meeting in San José to update the community on the ICANN policy issues.

AFRALO-AfrICANN joint meeting in San José

As a preparation of the next AFRALO-AfrICANN meeting in San José, an online discussion has been initiated to decide on the theme to be addressed. 5 subjects were proposed to date:

  • The dissemination of the Continent content,
  • SOPA and PIPA,
  • Support to the new gTLDs applicants,
  • IPv4 - IPv6 migration,
  • Legal provisions for the cyber-security and cyber-criminality.

During the 8 February call, the AFRALO members selected 2 of the 5 proposed themes that they found the most appropriate: Support to the new gTLDs applicants and dissemination of the African content. Therefore, it was decided to consult both AFRALO and AfrICANN lists, and the result was that “Support to the new gTLDs applicants” collected the most support.

Capacity Building program result

On request of the ICANN outreach department, the ALS representatives who participated in the capacity building program organized in Dakar, explained how the so-called program helped them to better participate in the At-Large activities, and more broadly, in the ICANN ones.

Open Public Consultations

AFRALO is following-up on the open public consultations for which ALAC prepares comments:

The African ALSes have been invited to give their point of view, particularly on the issue of Whois Policy Review Team Draft Report.

Individual Membership and Vote criteria inside AFRALO

The individual membership and the review of the vote criteria inside AFRALO have been rejected by most of the ALSes that participated in the debate. The discussion on those two issues is closed. ISOC Cameroon application for accreditation as an ALS After an online discussion, only positive opinions have been expressed by AFRALO members regarding the application of the Internet Society’s Cameroon chapter. AFRALO advised ALAC to approve the application. 

Statement of Interest for NomCom 2012 

Mohamed El Bashir, Representative of AFRALO in the ICANN Nominating Committee advised that the NomCom posted on its web site a call for statement of Interest (SOI) for positions in the Board and some supporting organizations and advisory committees http://nomcom.icann.org/. He invited the African ALSes to submit SOIs and/or recommend candidates from the Internet community for the following key leadership

positions to fulfill ICANN's technical and policy coordination role:

  • Three members of the Board of Directors,
  • Two ALAC members (representing Europe and North America regions)
  • One gNSO council member,
  • One ccNSO council member.

AFRALO-AfrICANN joint meeting in San José

As a preparation of the upcoming joint AFRALO-AfrICANN meeting in San José, an online discussion has been launched to define the theme to be debated. The following subjects have been so far proposed:

  • The dissemination of continental contents,
  • SOPA and PIPA,
  • Support for the new gold applicants,
  • Migration from IPv4 to IPv6,
  • Legal dispositions on cyber-security and cyber-crimes.
