The purpose of the ccNSO Guidelines Review Committee (GRC) is to review the current guidelines and to ascertain whether they reflect current practices and working methods, identify potential gaps, and based on this analysis propose changes to the current guidelines to the Council. The ccNSO SOPC has invited the Council, ccNSO working group and committee chairs, and others to a joint meeting on Saturday, 21 October.  SOPC will seek their input and comments to ensure that SOPC can fulfill its mandate regarding ICANN initiatives and activities relevant from a ccNSO perspective.
On Sunday, 22 October, SOPC will hold a workshop to
define its post-ICANN78 activities, taking into account the results of previous work.

About SOPC
The objective of the SOPC is to provide input on the strategic and operational planning processes and related budgetary processes of ICANN and Public Technical Identifiers (PTI) that are relevant from a ccTLD or ccNSO perspective. It also coordinates, facilitates, and encourages the involvement of ccTLD managers in these processes. On saturday, 21 October, the ccNSO DNS Abuse Standing Committee (DASC) will an internal working session to discuss its work plan for the coming year.Moreover, on Wednesday, 25 October, DASC is organizing a session at ICANN78 to inform interested community members about different perspectives on tools and measurements of DNS abuse, including DAAR and others.  Read more under "ccNSO Members Meeting" below.

About DASC
DASC was created as a dedicated forum for ccTLD Managers to discuss the important topic of DNS Abuse and to share information, insights, and practices. In keeping with the nature of the ccNSO, the purpose of the Committee is not to formulate any policy or standards, recognising that policy development in this area is out of scope of the ccNSO policy remit. The overarching purpose is to raise understanding and awareness of the issues pertaining to DNS Abuse, promote open and constructive dialogue, and ultimately to assist ccTLD Managers in their efforts to mitigate the impact of DNS Abuse. On Saturday, 21 October, the IGLC will hold a working session at ICANN78. During this session, IGLC will explore what are the hot issues in Internet governance on a regional basis. 

A moment of change is coming in the internet governance system, with a key 2025 event attracting growing attention as an opportunity to re-found internet and technology governance for the future.  On Wednesday, 25 October, the ccNSO Internet Governance Liaison Committee (IGLC) organises a session which explores the United Nations (UN) led review of the World Summit on the Information Society (WSIS) being held in 2025 on the twentieth anniversary of the original WSIS, and explains why it matters to ccTLDs around the world.  

About IGLC
The IGLC has been established to coordinate, facilitate, and increase the participation of ccTLD managers in discussions and processes pertaining to Internet Governance. The Committee will take a proactive role in seeking and fostering participation and input into the processes and provide regular feedback to the ccNSO Council, ccNSO members and broader ccTLD community. TLD-OPS Standing Committee

The Top-Level Domain Operations (TLD-OPS) Standing Committee is the oversight body of the TLD-OPS mailing list. The purpose of the standing committee is to govern the daily operation of the TLD-OPS email list and, when necessary, to develop and implement progress plans for future improvements and developments of the TLD-OPS email list, including its ecosystem. TLD-OPS is the incident response community for and by ccTLDs and brings together those who are responsible for the overall security and stability of their ccTLD. The goal of the TLD-OPS community is to enable ccTLD operators worldwide to collaboratively strengthen their incident response capabilities. During ICANN78, the group will hold a working session.

About the Customer Standing Committee (CSC)

The CSC ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function.  The CSC is responsible for monitoring Public Technical Identifier’s (PTI) performance of the IANA naming function against the service level expectations in the IANA Naming Function Contract.  The CSC analyzes performance reports provided by PTI and publishes its findings.  The CSC is authorized to undertake remedial action to address poor performance of the IANA naming function, and if performance issues are not remedied, may escalate the issues to the ccNSO and GNSO

About Public Technical Identifiers (PTI)

Public Technical Identifiers (PTI) is responsible for the operational aspects of coordinating the Internet’s unique identifiers and maintaining the trust of the community to provide these services in an unbiased, responsible and effective manner. Mainly, PTI is responsible for the operation of the IANA functions:

Public Technical Identifiers (PTI) was incorporated in August 2016 as an affiliate of ICANN, and, through contracts and subcontracts with ICANN, began performing the IANA functions on behalf of ICANN in October 2016.

About the nominations for ICANN Board seat 12

The term of Katrina Sataki, the ccNSO nominated Director fulfilling ICANN Board Seat 12, will expire at the ICANN81 Annual General Meeting held in October 2024. By October 2024, Katrina will have served one term on the Board: she is eligible for reappointment. Directors to the ICANN Board may serve maximum three consecutive terms.

The ccNSO Council is required to select a candidate in accordance with the relevant ICANN Bylaws and internal rules of the ccNSO applicable at the time of the call for nominations. To meet the ICANN Bylaws requirement of appointing a Director by 26 April 2024, the ccNSO Council opened a call for nominations to fill ICANN Board Seat number 12, starting Wednesday, 19 July 2023 (00:01 UTC) and closing 3 weeks later, on Wednesday, 9 August 2023 (23:59 UTC). Elections will be held in November 2023, after completion of due diligence verifications by a professional firm on the nominee(s). A virtual Q&A session with the candidate(s) will be held at ICANN78.  The Q&A session gives the ccNSO members and broader ccTLD community an opportunity to interact with the candidates. In preparation of the Q&A session, the written candidate statements will be posted on the ccNSO website.  Consult the list of candidates (available closer to ICANN78) and further information about the nomination process here.
