I don't believe that we have any real control on this.
All we can do is try to ensure that an environment is established that will allow and perhaps encourage users and those purporting to represent them to participate in all aspects of GNSO activities.
Unlike some GNSO participants they will likely not have any financial benefit to participation, so the environment should provide sufficient payback for their efforts so that they continue.
The only effective payback is likely to be the opportunity to be effective.
