Summary of recommendation: A clear statement from the Board is needed recognizing At-Large as the primary organizational home for individual Internet users and clarifying the relationship between ALAC and the User Home under developement within the GNSO.
Summary of tasks in implementation:
- Staff will create draft changes to ICANN bylaws (incorporating public comments), which will be reviewed by ALAC and submitted to Board for ratification.
- These task will be undertaken along with those in Recommendation 1.

The role of the ALAC shall be to consider and provide advice on the activities of ICANN, insofar as they relate to the interests of the individual Internet users. This includes policies created through ICANN’s Supporting Organizations, as well as the many other issues for which community input and advice is appropriate. The ALAC, which plays an important role in ICANN’s accountability mechanisms, also coordinates some of ICANN's outreach to individual Internet users. |
