Description:

The SSAC recommends that, as part of the process for creating new gTLDs, ICANN develop and adopt a protocol for measuring progress against stated goals of the program and thresholds, which if crossed, may require mitigation actions. Such measurements and actions should consider the entirety of the DNS ecosystem.

  •  Charla K. Shambley SSAC Staff The ICANN Board and org continue to review this advice. In March 2023, the SSAC submitted additional responses to the Board’s clarifying questions, which the ICANN Board and org will review.

 

Phase 2Phase UpdateThe org received answers from SSAC to clarifying questions for Recommendations 2-4 on 18 November. The org will finalize the Statement of Understanding after receiving the rest of responses from SSAC.

 

Phase 2AP Feedback4. The terms “stated goals” and “thresholds” are the same as mentioned in the SubPro Final Report, Topic 7. The SSAC is in agreement with SubPro Recommendations 7.1-7.5 and the SSAC expands upon those recommendations in SAC114 Section 2.3, emphasis added: As stated in Topic 7, in Recommendations 7.1 through 7.5 of the Final Report, criteria should be developed for measuring how well goals are being met both during and after completion of any future gTLD expansion rounds. Those goals should include not only the stated aspirations of undertaking a program (e.g., increased competition, consumer trust & choice, innovation, access) as recommended, but also the performance, stability, security, and other areas that may be affected either adversely or positively during the process. Metrics for continuously measuring results against these criteria should be developed, collected, analyzed, published, and acted upon during implementation. Beyond these recommendations, and following the examples of sound engineering processes, various thresholds and limits should be maintained to allow for course corrections, pausing, or reversing decisions made during the ongoing delegation processes. 5. We are not familiar with the term “technical DNS ecosystem.” The SSAC intended to specify that potential measurements and mitigations might require outreach to entities not normally represented in ICANN processes, but that are still an active part of the DNS ecosystem. This includes, but is not limited to, DNS authoritative infrastructure providers that aren’t contracted parties,recursive DNS providers, and software developers who create code that interacts with the DNS. 6. The SSAC did not have any set of new mitigation techniques in mind when making this recommendation. The emphasis of Recommendation 2 is to focus on the development of metrics and thresholds, maintain continuous monitoring of those metrics and thresholds, and implement whatever mitigation techniques are available. New mitigation actions may be discovered and defined in the study recommended in recommendation 3.

QUESTION 5: The Board wishes to clarify what the SSAC means by “entirety of the DNS ecosystem” and whether this is intended to refer to the technical DNS ecosystem? QUESTION 6: The Board wishes to clarify what kinds of mitigation action should be taken that have not been generated through the protocols and assessments derived from the 2012 round?

 

Phase 2AP FeedbackSSAC issued the addendum to SAC114 in February 2022 and requested that the ICANN org formally take SAC114 recommendations out of their deferred state in the Action Request Register and proceed with the consideration process. Is there an expected timeframe for the statements of understanding for SAC114?

Phase 1AP FeedbackThe SSAC Admin Committee disagreed with the org's understanding: While the public comment process prompted the SSAC’s initial work on SAC114, due to time constraints the SSAC chose not to submit its comment through the Working Group’s Public Comment process. Instead, the SSAC analyzed the Draft Final Report and larger issues it raises with respect to continued allocation of the DNS namespace holistically and prepared this comment, and the recommendations within it, to the ICANN Board for consideration through the normal ARR process.
