Planning Assumption v.1.0 sections 2.3 and 2.5 have been 6 are combined in v.1.1. as 2.3.

Based on community feedback, ICANN org changed Planning Assumption v.1.0, 2.5 vis-a-vis the rate of delegation from “There will be no changes to the 1,000 TLDs/year maximum delegation rate” to “Changes will may be made to the 1,000 TLDs/year maximum delegation rate used in the prior round based on (1) study results, (2) community discussions and (3) policy work.”  (Currently v.1.1, 2.45)
