• Need to develop the case 
  • different case needs to be built for each type of donor
    • World Bank: how does it directly benefit the economic prospects. 
      • Third guy in the pool. Come to the table with money.
      • Get GAC reps involved
      •  
    • ICANN gTLD Donor Community (Registries Registrars and others) 
    • ccTLD Donor Groups - mostly nationally oriented.
    • ISOC model, separate ISOC fund
• Could be several different funding models - Basket of assistance from several donors
  • World Bank 
  • Existing foundation
  • International, regional and national in scope
  • New fund or trust
• Can in kind contributions be figured in when using a matching fund model
• Public - Private partnerships
• Principle of Addtionality: need to show that this realtes to the cc
• What is the benefit in expression:  of a top level domain versus a second level domain.
• why is the money going to US (ICANN) especailly if there isn't a matching reduction in fees by ICANN
  • some might donate to to the internal efforts of the applicant and not to the application itself

• Many people do not accept that someone with need could possibly be qualified
• Need to get started writing the donor case and letters

Update given 1 April 2011

• No progress on letter campaign
• Some progress on individual nation based donor - 1 potential donor creating foundation that may work with ICANN once it establishes its procedures and criteria.
