  1. Update from ICANN Sydney meeting

Sebastien Bachollet briefly described what discussions are taking place during the ICANN @ Sydney meeting. Main subjects discussed are:

  • Post JPA;
  • The new CEO of ICANN is here and is going to be introduced;
  • ICANN organization;
  • New gTLDs;
  • IDN;
  • ccNSO;
  • Organization of At-Large discussion with the Structural Implementation Committee (SIC) committee in charge or every review and linking to different committees;

Participants have been encouraged to voice any issues that should be brought to the attention of the ICANN Board, or to given to the Liaisons to echo.

Participants exchanged some thoughts and opinions about the choice of the new CEO.

Patrick noted thatICANN is still growing and its internationalization is not going to happen for a night. This is a process which will take time. Offices overseas doesn't mean that the organization is international, it is much more how people in the organization are international-minded.

Adam expressed concern about the balance of volunteers and where they come from. ALAC itself is very strict on the grounds of representation, but some of the other constituencies are not.

3.EURALO in the debates regarding recent government decisions on filtering and blocking of websites (Briefing from Rudi Vansnick)

Hadopi in France and the recent decision of the German Government about filtering and blocking websites and domain names, which is supposed to be posted on the ccNSO council meeting on Thursday. One of the questions that in the position of ALAC Liaison to ccNSO Rudi wants to put on the table to continue from the ccTLD side is that the Hadopi law and the decision of the German Government are going to affect a lot of ccTLDs and how ccNSO is going to act on this. It is expected that similar measures are going to be implemented globally. How ccTLDs are going to defend.

According to the available information (based also on the examples from the Belgian government and the Netherlands), ccTLDs are going to be asked to take down domain names containing wordings describing child pornography. The Belgian website stopkinderporn.be which was taken down in fact did not contain any pornography materials at all. The website was informing where convicted persons in child pornography were living.

Annette added that the filtering normally is on ISP level. In Germany the list is secret and it is not possible to know if it is really dealing with child pornography or not.

Patric informed that it is similar to what the Internet Watch Foundation is doing in the UK – keeping a list of prohibited websites, to which the access is difficult and even the ones who are on the list are not informed on that fact.

But if filtering and blocking are implemented at ISP level, this is not within ICANN's remit, even not within ccTLD's remit.
