While the GAC has requested that the IPv6 requirement be eliminated for Jas Qualified particiapnts, this will be a dificult political decsion for the ICANN Board to make.  Yet solving the IPv6 problem is critical since the IPv6 requirements as it stands, would mean that all new RTegistries Registries in developing economies would either need to rely on incumbent registries in the developed regions or would need to find some way to establosh a tunnel to IPv6 access on their own.

One approach would be to ask the ASO to arrange for  a declaration from  the RIRs that each of the regional RIR would guarantee for willing ISP to offer, as an in-kind grant, to provide IPv6 access, though an IPv4 tunnel or other means, for any JAS qualified applicant in its region.  this guaranteesapplicants.  This guarantee, plus an ICANn ICANN willingness to accept this these guarantees on an application, could be a solution for this problem, that might obviate the need to waive the IPv6 requirements for JAS qualified applicants as requested by the GAC.
