Rule 1 - Chief Participants 
 
1.1 The two (2) representatives of each accredited At Large Structure may participate in the work of the Assembly.  

1.2. The representatives of At Large Structures that have applied for accreditation to ALAC but not yet accredited may participate in the work of the Assembly as observers subject to Rule 7.3. 

1.3 Individuals representing themselves or other organizations who have participated in the work of the Assembly through a connection with an ALS previously may participate in the work of the Assembly as observers subject to Rule 7.3. 

1.4 The right to vote in the General Assembly is reserved for the representatives of accredited ALSes per Rule 1.1 which have indicated their consent to be bound by the terms of the Memorandum of Understanding with ICANN, as may be amended from time to time, and the Operating Principles or other constitutive instruments of the Region, in the form and manner determined by the Secretariat of the Regional At-Large Organisation.

1.5 For the purposes of voting, an accredited ALS subject to rule 1.1 may vote by proxy through another accredited ALS provided that the Secretariat is notified prior to the vote.

1.6 One ALS may receive at the most one proxy vote.

Auxiliary rule without number:  ALSes that through their delegates, have either not participated in three (3) consecutive monthly LACRALO telconferences, not participated in the mailing lists of the different working groups or via other participation mechanisms as chosed by LACRALO, during a period of one (1) calendar year, will  be considered inactive ALSes. Inactive ALSes will loose their right to vote and will be eliminated from the quorum necessary for taking binding decisions.

The concerned ALSes will be notified of the change of their status, and they can recover their right to vote, and their active status, if within the year following the loss of their right to vote, they resume participation in the LACRALO activities.

Otherwise, the Chair and the LACRALO Secretary, can request, through their representatives in the ALAC, the de-authorization of said ALSes.

LACRALO will not elect its authorities, and will abstain from nominating any delegate or representative to any regional or international forum or participation workspace, both inside and outside ICANN's structure, if the individual comes from an ALS which has been inactive in that year or the preceding year, in the nomination of said authority, delegate or representative.

Newly incorporated ALSes will have one (1) year from their entry to familiarize and integrate themselves in the different participation mechanisms. The evaluation of their participation which will determine their status as active or inactive organisations, does not start before the end of this first year.

Alternative proposal on ALS participation by Dev:
If an ALS, via its representatives, has not participated in ANY LACRALO activities for 12 consecutive months, such an ALS will be considered inactive.  LACRALO activities include, but are not limited to : LACRALO's mailing lists, conference calls, and ICANN At-Large Working Groups.  

Inactive ALSes will be notified of the status change and will lose their right to vote and will be eliminated from the quorum necessary for LACRALO to take binding decisions. Inactive ALS' representatives will not be eligible to be elected as representatives on behalf of LACRALO in any ICANN Supporting Organisations.  If an inactive ALS, via its representatives, participates in LACRALO activities within the next 12 consecutive months, such an ALS can regain its voting rights and active status. Otherwise, the LACRALO president and Secretariat may submit to ALAC a request for de-certification of the inactive ALS.

Regla 1 - Participantes en jefe

1.1 Los dos (2) representantes de cada Estructura de Alcance podrán participar en los trabajos de la Asamblea.

1.2 Los representantes de las Estructuras de Alcance que hayan solicitado la acreditación al ALAC pero que aún no la hayan recibido, podrán participar en los trabajos de la Asamblea como observadores, según lo establece la Regla 7.3.

1.3 Los individuos que participen en representación de sí mismos, o de otras organizaciones que hayan participado previamente en los trabajos de la Asamblea a través de un vínculo con una ALS, podrán participar en los trabajos de la Asamblea como observadores según lo establece la Regla 7.3.

1.4.El derecho de votar en la Asamblea General está reservado a los representantes de ALSs acreditados en conformidad con la Regla 1.1, ya que éstos han dado su consentimiento para adherirse a los términos del Memorándum de Entendimiento concertado con la ICANN (que podría enmendarse periódicamente), así como los Principios Operacionales y cualquier otro instrumento constitutivo de la Región, de la forma y manera que determine el Secretario de la Organización Regional de Alcance.

1.5 Para los propósitos de la votación, una ALS acreditada sujeta a la regla 1.1, podrá votar por poder (proxy) a través de otra ALS certificada, siempre que el Secretariat Secretario sea notificado previo a la votación.

1.6 Cada ALS puede recibir como máximo un voto por poder (proxy).

Regla agregada sin numerar: Aquellas ALSs que, a través de sus delegados,  no hayan participado en tres (3) teleconferencias mensuales consecutivas de LACRALO,  o no hayan participado en  las listas de correo o en los diferentes Grupos de Trabajo, o en los otros mecanismos de participación previstos por LACRALO, durante  (1) año calendario, serán consideradas  ALSs inactivas. Las ALSs inactivas perderán su derecho a voto y serán eliminadas en el cálculo del quórum necesario para que LACRALO pueda tomar decisiones válidas.
               
Dichas ALSs deberán ser notificadas del cambio de estatus, y podrán recuperar su derecho a voto  y su estatus de activa, si dentro del año siguiente a haber perdido su derecho a voto, retoman la  participación en las actividades de LACRALO.

De lo contrario, el Presidente  y el Secretario de LACRALO podrán presentar, por medio de sus representantes ante ALAC, un pedido de declaración de inactividad de dichas ALSs.

La LACRALO no tendrá en cuenta para la elección de sus autoridades, y nombramientos de cualquier tipo de delegado o representante a cualquiera de los foros o espacios de participación, regionales o globales, dentro y fuera de la estructura de ICANN,  a miembros proveniente de ALSs que hayan estado inactivas durante ese año o en el año anterior al nombramiento de dicha autoridad, representante o delegado.

Las  nuevas ALSs  que se incorporen a LACRALO contarán con un (1) año desde su ingreso  para conocer e interiorizarse acerca de los diferentes mecanismos de participación. Finalizado ese primer año, se comienza a computar  el año previsto para evaluar su participación y su calidad de activas o inactivas.

Propuesta alternativa sobre la participación de los ALS de Dev:
Aquella ALS que, a través de su representante,  no haya participado en NINGUNA ACTIVIDAD del LACRALO durante 12 meses, será considerada una  ALS inactiva. Las actividades del LACRALO inlucyen, pero no se limitan a: las listas de distribución del LACRALO, telconferencias, y los grupos de trabajo del LACRALO. 

ALSs inactivas deberán ser notificadas del cambio de estatus, y perderán su derecho a votar y serán eliminadas en el cálculo del quórum necesario para que LACRALO pueda tomar decisiones válidas. No será posible elegir a un representante de una ALS inactiva para representar a LACRALO en una organización de soporte de ICANN.  Si una ALS inactiva, a través de sus representantes, participa en las actividades del LACRALO dentro de los siguientes 12 meses consecutivos, dicha ALS podrá recuperar su derecho a voto y su estatus de activo. De lo contrario, el Presidente  y el Secretario de LACRALO podrán presentar ante el ALAC, un pedido de decertificación de la ALS inactiva.
