Can the "preamble" include references (a) to "At-Large (ALSes, RALOs, and the ALAC)" and (b) to the Affirmation of Committments? For example, could the last sentence in the first paragraph of XI.2.4.a be the following?:
At-Large (ALSes, RALOs, and the ALAC) has the responsibility to enhance ICANN's accountability mechanisms, as called for by the Affirmation of Commitments. It also coordinates some of ICANN's outreach to individual Internet users.
