Threats                                                                            

- Limiting ALAC's budget could:
    1.  Directly and severely affect outreach capability
    2.  Allow for fewer or no face-to-face meetings, thus triggering ALSes to abandon At-Large and, thus, potentially ending At-Large's usefulness
