Recommendation DescriptionPhase

Recommendation 1

The ALAC advises the ICANN Board to ban all forms of post-application private resolution of contention sets, including joint-ventures regardless of claims as good-faith joint ventures, with possible one exception - where there are community-based applications in direct contention with one another and two or more of them prevail in a Community Priority Evaluation (CPE), then ICANN may postpone the auction for a limited period of time to allow such parties to reach a settlement before proceeding to auction involving only them (as currently provided for in section 4.2.2 of the 2012 Application Guidebook).

The ALAC advises the ICANN Board to adjust the ICANN Auction of Last Resort to an auction process methodology comparable to a Vickrey Auction (sealed-bid second-price auction) requiring each gTLD string application to be accompanied by an auction bid at the time the application is submitted, and prior to any indication of possible contention sets being formed.Phase 2 | Understand

Develop a simple and efficient document management system that allows non-experts to easily and quickly access and identify documents, starting with defining minimal requirements that ensure that every document has a title and a date or reference number, identifies the author and indicates intended recipients, makes reference to the process it belongs to and explains the acronyms used in the document.

Recommendation 2

Produce easily understandable executive summaries, key points and synopses (using e.g. infographs, videos and other innovative ways of presenting information) for all relevant issues, processes and activities, so that also non-expert stakeholders will be able to (a) quickly determine if a particular issue is of concern to them and (b) if yes, to participate in the policy process easily and effectively, on equal footing with other stakeholders. This should be done at least, but not only, before putting issues up for public comment. Attention should be paid to using plain English (and if possible translations into other languages) in order to allow non-English native speakers to understand the issues.Phase 4 | Implement
