For the very first time, simultaneous Simultaneous interpretation will be available for a select number of ccNSO sessions at an ICANN public meetingThe enhanced language support This is part of a pilot project, which covers simultaneous interpretation in English French, and Spanish for ICANN75, ICANN76, and ICANN77.   ICANN has integrated remote simultaneous interpretation (RSI) into Zoom. Watch the "How-to" guide on how to use this new feature.This integration allows participants who have downloaded the Zoom application, to click a single button within the Zoom meeting or webinar to access the interpretation of the available languages. Participants, including English speakers, should select the language they will speak or listen to by clicking on the Interpretation icon located on Zoom toolbar.

ccNSO Council Election Webinar

The 3-year term for five members of the ccNSO Council will end in March 2023. Mid-September,  the ccNSO will open a call for nominations to fill those seats. Are you considering running as a candidate for the ccNSO Council? Would you like to learn more about the ccNSO Council and the need to nominate candidates? We kindly invite you to participate in the ccNSO Council Election Webinar. ccNSO Council Chair Alejandra Reynoso, as well as other Councillors and ccNSO Secretariat will provide you with an overview of the election process and address the need to replace Councillors at reasonable and regular intervals. Moreover, you will receive further information about the required skill sets for Councillors, the time commitment and working methods of the ccNSO Council.  The webinars will be recorded, and there will be an opportunity to ask questions. The ccNSO DNS Abuse Standing Committee (DASC) will hold a working session at ICANN75, and will discuss among others its outreach efforts, including a survey which aims to gather information as useful input for next steps by the DASC. 


About DASC
The DASC is the core of the ccTLD community-driven process around DNS Abuse. DASC was created as a dedicated forum for ccTLD Managers to discuss the important topic of DNS Abuse and to share information, insights, and practices.  In keeping with the nature of the ccNSO, the purpose of the Committee is not to formulate any policy or standards, recognising that policy development in this area is out of scope of the ccNSO policy remit.  The overarching purpose is to raise understanding and awareness of the issues pertaining to DNS Abuse, promote open and constructive dialogue, and ultimately to assist ccTLD Managers in their efforts to mitigate the impact of DNS Abuse.

ccPDP3-RM at ICANN75

The ccPDP 3 working group review mechanism has finalized its discussion on the review process they will recommend to review the specific decisions on the delegation, transfer, revocation and retirement of ccTLDs.  On Sunday, the ccPDP3-RM aims to continue the stress-testing of its policy recommendations at ICANN75.  On Tuesday, the proposal will be introduced to the ccTLD community to seek their feedback and comments.  Later that same day, the group aims to evaluate the input received during the ccNSO Policy Update Session.


About the 3rd ccNSO policy development process

  • Part 1 (ccPDP3-RET) of the third Country Code Names Supporting Organization (ccNSO) policy development process (ccPDP3) was tasked with developing and proposing policy for the retirement of country code top-level domains (ccTLDs).  
  • Part 2 (ccPDP3-RM) includes the development of a review mechanism for decisions pertaining to the delegation, transfer, revocation, and retirement of ccTLDs.

The proposed policy on retirement of ccTLDs was submitted to the ICANN Board for its consideration in September 2021.  The results of ccPDP3 part 1, if adopted by the ICANN Board, will need to be implemented by the ICANN organization (org) and IANA services. They will also provide the basis for future removal of ccTLDs from the root zone database in the event the ccTLD has to be retired.

The ccNSO Council recently clarified its position regarding the exclusion of ccTLD policy related matters from ICANN's Reconsideration and Independent Review Processes. Council sent a letter, following a question from ICANN Legal concerning the proposed ccTLD retirement policy (ccPDP3-RET), aiming to ensure that the Board's consideration process of the proposed retirement policy will be completed.The ccNSO Council is of the view that following disputes and claims should be excluded from ICANN's Reconsideration Process as well as from the Independent Review Process (IRP) for Covered Actions:

  • all disputes and claims related to the delegation, transfer and revocation of ccTLDs, until both ccPDP3-RM and ccPDP4-IDN have been concluded.
  • the ccTLD retirement-related issues set-out in section 5.2 of the proposed ccTLD Retirement policy and other disputes or claims related to the retirement of ccTLDs

The ccPDP4 Working Group defines the criteria, process, and procedures for (de)selecting Internationalised Domain Name country code Top Level Domain strings (IDN ccTLDS) associated with the country codes assigned to countries, territories or other areas of geopolitical interest listed in the ISO 3166-1 standard and within the framework of the ccNSO Policy Development Process.  The results of this ccPDP4 will eventually replace the IDN ccTLD Fast Track Process. About SOPC

During a session at ICANN74 in June, the SOPC reviewed and discussed with the ccTLD community the goal, scope, and method of ccNSO input into ICANN’s Strategic and Operational planning processes.  Following a review of the outcomes of the ICANN74 SOPC consultation, the committee  revised its charter, as well as its action plan and preliminary schedule of activities.
As per its revised draft charter, the objective of the Committee is to provide input on the strategic and operational planning processes and related budgetary processes of ICANN and Public Technical Identifiers (PTI) that are relevant from a ccTLD and/or ccNSO perspective and to coordinate, facilitate, and encourage the involvement of ccTLD Managers in these processes.  In fulfilling its objective, the Committee should focus on topics relevant from a ccTLD and/or ccNSO perspective, as well as those issues that are of high importance to the ICANN community.

At ICANN75, the ccNSO Meetings Programme Committee (MPC) and ccNSO Internet Governance Liaison Committee (IGLC) will jointly organise a ccTLD News Session on the possible impact of legislative initiatives to protect Geographical Indications on ccTLDs. The protection of Geographical Indications has recently (re-)emerged in various regions as an area of increased regulatory attention and legislative initiatives.  Latest example: the European Commission proposals which aim to reform the EU framework on geographical indications, with special attention for enforcement issues linked to the registration of domain names, both as Top Level Domains and Second Level Domains.

About this session: The Governmental Advisory Committee (GAC) constitutes the voice of Governments and Intergovernmental Organizations (IGOs) in ICANN's multi-stakeholder structure.  During this joint meeting, the following topics are expected to be discussed:

The focus of the ICANN75 Governance Session will be on ccNSO statement of interest and conflict of interest processes. Based on feedback from the ICANN74 ccNSO Governance session, the subteam of the ccNSO Guidelines Review Committee (GRC) developed proposals, which are now presented for consideration by the ccNSO Council and ccNSO membership.

In addition, the GRC will alert the ccNSO membership to the voting on the proposed new ccNSO internal Rules, which - once adopted by the ccNSO members - will replace the April 2022 Rules. Voting is expected to begin after ICANN75.  Amendments to the ccNSO internal Rules were needed, following the recent inclusion of IDN ccTLD managers as members of the ccNSO.  Lastly, the GRC will provide an update on upcoming work items.
