Panel 1 - Internet como Servicio Público Esencial y el concepto de Interés Público  Global 

Varios países de América Latina y el Caribe han legislado extensamente sobre la importancia del acceso a las comunicaciones como un derecho inalienable. El concepto se enmarca en la declaración de Internet como Derecho Humano por parte del Consejo de Derechos Humanos de Naciones Unidas en 2016.

Durante esta sesión, panelistas de la sociedad civil, la academia y los gobiernos abordarán si y cómo los estados soberanos deberían poder garantizar el acceso a Internet para todos con el fin de preservar los derechos de las personas a la educación, el acceso al conocimiento, la cultura y la comunicación como elementos básicos. derechos humanos.

Panel 1-  Internet as Essential Public Service and the Concept of Global Public Interest

A number of Latin America and Caribbean countries have legislated extensively on the importance of access to communications as an inalienable right. The concept is framed in the declaration of the Internet as a Human Right by the United Nations Human Rights Council in 2016. 

During this session, panelists from civil society, academia and government will address whether and how sovereign states should be able to ensure access to the Internet to all in order to preserve the people’s rights to education, access to knowledge, culture, and communication as basic human rights. 

Panelists will also address the concept of “Global Public Interest”. Within ICANN’s policy development process, the concept of the "global public interest" is a key consideration that reflects the reality of the Internet and the DNS as an essential public service.
