About this session: The Governmental Advisory Committee (GAC) constitutes the voice of Governments and Intergovernmental Organizations (IGOs) in ICANN's multi-stakeholder structure. Created under the ICANN Bylaws, the GAC is an advisory committee to the ICANN Board. The GAC's key role is to provide advice to ICANN on issues of public policy, and especially where there may be an interaction between ICANN's activities or policies and national laws or international agreements.  
During this joint meeting with the ccNSO, the following topics are expected to be discussed, among others:

  • The ccNSO proposed roadmap with respect to DNS Abuse and related matters
  • ccNSO Policy Development: status and next steps with respect to ccPDP3-RM and ccPDP4-IDN.  The goal of the ccPDP3-RM working group is to report on and recommend a policy for a review mechanism with respect to decisions pertaining to the delegation, transfer, revocation and retirement of the delegated Top Level Domains associated with the country codes assigned to countries and territories listed in the ISO 3166-1 and within the framework of the ccNSO Policy Development Process.  The ccPDP4 Working Group defines the criteria, process, and procedures for (de)selecting Internationalised Domain Name country code Top Level Domain strings (IDN ccTLDS) associated with the country codes assigned to countries, territories or other areas of geopolitical interest listed in the ISO 3166-1 standard and within the framework of the ccNSO Policy Development Process.  The results of this ccPDP4 will eventually replace the IDN ccTLD Fast Track Process. About this session: 

This session builds on previous work during ICANN72 and a community and Council workshop in November 2021, when ccTLDs and the broader community suggested areas the ccNSO should get involved in with respect to DNS Abuse.  After the November workshop, an ad hoc Committee under auspices of the ccNSO Council started working on a proposed roadmap, which includes enhanced sharing of information and practices, in line with the ccNSO role.  During ICANN73, the ad hoc Committee will present the roadmap, consult the ccTLDs present, and discuss next steps.  Depending on the community feedback, the ccNSO Council is expected to adopt the roadmap at their meeting on Thursday, 10 March 2022.

ccNSO Governance Session

About this Session:

During this session, the ccNSO Guideline Review  Committee  (GRC)  will alert the ccNSO membership to the voting on the new ccNSO internal Rules, which - once adopted by the ccNSO members - will replace the ccNSO 2004 internal Rules. Voting is expected to begin after ICANN73. The new Rules will have  a  direct  impact  on  the  governance structure  of  the  ccNSO,  specifically  on the  respective  roles  and  responsibilities of the Council and ccNSO membership.
In addition, the GRC will  launch the discussion on the  ccNSO Conflict  of Interest  (COI) rules. The aim of the consultation is to seek input from the ccNSO community and other stakeholders on the scope and ccNSO relevance of the COI rules.  Finally, GRC will expand on its changed mandate.
