      • Positively impact the level of DNS abuse, as measured by ICANN and non-ICANN sources

      • As a method to match the rapid occurrences of abuse and other legitimate investigatory needs

      • To uniformly improve the overall health of the DNS
   4. Bring ICANN up-to-date on its overdue obligations to the community
      • Complete work on recommendations from CCTRT, SSR2, PPSAI and align ICANN review activity with community input
